    DEFINITION:

    Administratively responsible for case management oversight of clients over the age of 6 through adulthood, for Napa/Solano counties.

    NATURE OF WORK:

    This position will work in the Napa office, and under the general direction of the Director of Client Services, the Associate Director orients, trains, supervises, and evaluates client services staff and subordinate supervisors; assists the Director of Client Services in procedure development; evaluates service-delivery effectiveness; conducts staff meetings; communicates Department of Development Services (DDS), NBRC Board of Directors, and Management policies and procedures to staff members; ensures services are provided to clients according to all applicable laws, regulations and agency policies and procedures; coordinates regional center services with community resources; may be responsible for temporary or ongoing special projects or grants; provides case consultation when needed.

    EXAMPLES OF WORK:
    • Supervises Case Management Supervisors and may supervise other specialized staff members as assigned. Collaborates with supervisors on performance reviews of all staff members; may approve purchases of service; conducts staff meetings; attends meetings as the regional center's primary liaison to major community organizations, including local school districts and mental health organizations, and maintains productive lines of communication with community partners; develops and implements interagency agreements; plans and schedules training for agency staff members; participates in the recruitment and selection of employees.
    • Develops and provides training and information to support regional center Service Coordinators in building expertise to guide clients and families through various transitions. Builds relationships between case management teams and between NBRC offices. Works collaboratively with other Associate Directors to build consistency across procedures, practices, and training.
    • Works with regional center leadership in developing innovative and efficient case management practices and procedures.
    • Stays updated with, and provides guidance to, regional center employees on new and changing laws, regulations, and federal policy letters.
    • Participates in regular calls and/or meetings with the Department of Developmental Services, as needed.
    MINIMUM EDUCATION AND EXPERIENCE:
    • Completion of a master’s degree in a field which offers content related to developmental disabilities, such as social work, psychology or nursing; two years of paid experience after the degree, at least one of which is in the field of developmental services, and two years of supervisory experience in a specialty field.
    SPECIAL REQUIREMENTS:
    • Ability to provide personal automobile transportation, or access to another form of reliable transportation, during and after working hours. Provide minimum automobile liability insurance as required by California Law.
    • Flexibility in work hours is required to meet the needs of the regional center constituency. 
    • This position will be primarily based in the office however, remote work may also be available.
    KNOWLEDGE AND ABILITIES:
    • Knowledge of case management philosophies and techniques; knowledge of children and adult services, social and mental health service needs of the community and available community resources; knowledge and experience with forensic systems and ability to problem solve complex situations; knowledge of factors underlying work with individuals with developmental disabilities. Ability to provide training and information to Service Coordinators which may include identifying and providing resources such as effective transition tools and innovative practices.
    • This position will require providing technical assistance to supervisors, Service Coordinators, and other relevant regional center staff members regarding a variety of systems including mental health and the judicial system.
    This position will require the ability to:
    • Interpret and apply a variety of legal requirements and policy standards.
    • Analyze administrative problems and to put effective changes into practice.
    • Plan and organize program activities.
    • Plan, schedule and supervise the work of others and to evaluate their performance.
    • Formulate the establishment of objectives designed to achieve stated goals.
    • Prepare or supervise the preparation of statistical and narrative reports; and
    • Establish and maintain effective working relationships with staff, clients, community representatives and others.
    This position requires knowledge and effective practice of: 
    • The developmental disabilities service structure.
    • Community organization, program evaluation, and training methodologies.
    • Narrative writing skills; and 
    • The interdisciplinary process.
