Regulatory Affairs Manager manages regulatory matters and executes the strategy to ensure the organization complies with applicable regulations. Implements processes and systems to ensure that all necessary licensing, filings, certifications, and permits are processed and monitored.     Position Summary  

    Under limited supervision, this position manages major components of the NERC compliance program.  Identifies and evaluates the impact projects and other PUD plans will have on the NERC compliance posture.  Maintains compliance and regulatory documents, files, and general management. 

     

    Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following: 

    • Manages major components of Grant PUD’s NERC compliance program 
    • Understands mandatory reliability standards both currently enforceable and in development 
    • Evaluates plans and projects regarding their effect on the Compliance Program 
    • Develops and submits responses to all NERC Alerts or other NERC or WECC reporting requirements 
    • Directs development and implementation of internal controls 
    • Demonstrates a high degree of knowledge of NERC and WECC reliability standards and criterion  
    • Completes mandatory reporting to NERC and WECC on behalf of Grant PUD 
    • Maintains meticulous regulatory compliance records 
    • Leads annual self-certifications and reliability compliance internal audits 
    • Directs reviews of all potential compliance violations or near misses 
    • Makes recommendations to the Reliability Compliance Manager and executive staff  
    • Directs root cause analysis of reported events and violations 
    • Develops and implements corrective actions and internal controls identified in reviews 
    • Communicates clearly the various regulations and compliance issues facing each department and is able to disseminate the proper information and documentation to ensure projects and company goals are achieved; provides direction on roles and responsibilities and coordinates the support needed to ensure accurate and compliant work is completed. 
    • Maintains all compliance and regulatory documents for all departments; updates and monitors compliance tools with compliance documents filed with WECC and NERC; provides customer service support by providing assistance as needed to Standard Owners and Subject Matter Experts. 
    • Participates in various meetings and on multiple teams; attends meetings, records notes and disseminates appropriate information; develops documents and templates and submits clear reports and compliance documentations to local, state, and federal agencies. 
    • Demonstrated commitment to Grant PUD’s mission, vision, values, strategic plan and Grant PUD / IBEW Local 77 Code of Excellence.  The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.  
    • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.  

    Actively participate in all aspects of our safety program, including but not limited to:  

    • Following all safety policies and procedures;  
    • Alerting supervisors and coworkers to unsafe or hazardous working conditions;  
    • Reporting any safety incidents or close calls within 24 hours to your supervisor; and  
    • Accepting feedback from supervisors and coworkers regarding your own safety performance. 

     

    Education and Experience 

    Required 

    • Bachelor’s Degree (equivalent combination of education and experience may be substituted);  
    • 5 years’ experience in compliance; electricity systems planning, operations, or maintenance; auditing; legal review; or related field. 

    Preferred 

    • 5 years’ experience working as compliance professional overseeing compliance with NERC Reliability Standards 
    • Experience working with WECC compliance and oversight programs 

     

    License and Certification 

    Required 

    • A valid Washington state driver's license with no restrictions 

    Preferred 

    • Professional certifications such as NERC System Operator, Project Management Professional, Certified NERC Compliance Professional, or other related certifications. 

     

    Other Knowledge, Skills, and Abilities 

    • Knowledge of department policies and procedures; Federal and State Rules; Compliance and Reliability; District policies, procedures. 
    • Skill in compliance and Regulatory record keeping; File and Record keeping; performing annual reviews and disseminating information; Reliability and Compliance tasks for large companies; utilizing MS office products; interpersonal skills including clear and concise communication both in writing and verbally. 

     

    Physical Requirements 

    • Position may be eligible for hybrid work arrangement: ​☒​Yes  ​☐​No 
    • Per Grant County PUD policy all employees are required to work at their designated headquarters at least two days per week.  
    • Majority of work is performed in a standard office setting. 
    • Will perform work onsite at the locations of the assigned Business Units  
    • May be required to come onsite at EHQ or the HOB for in person team meetings 
    • Typical shift of employees in this position: ​☐​8 hours  ​☒​9 hours  ​☐​10 hours  ​☐​12 hours
