General Summary
Serves as the Chief Medical Officer at WellSpan York Hospital (WYH). Administers the operations and activities of the Medical Staff and supports the activities of appointed officers. Reviews the quality, adequacy, and appropriateness of medical services throughout the Hospital aimed to improve quality, safety, and patient and physician satisfaction, while managing costs and utilization, reducing length of stay, improving care coordination, transitions to outpatient care, and enhancing clinical productivity. Co-leads the Medical Executive Committee (MEC) and works with the Chief of Staff in respect to credentialing and privileging. Will serve as the Physician-Leader-On-Call for WellSpan York Hospital. Serves in maintaining effective relationships with employed and independent physicians and advanced practice providers and advancing strategic alignment for the operational success of the enterprise.
Duties and Responsibilities
Essential Functions:
- Ensures the efficient, equitable, and quality performance of assigned departments/areas of responsibility.
- Ensures the provision of affordable health care services by the acquisition, utilization, and organization of available resources and the development of improved techniques and practices.
- Responsible for the efficiency and effectiveness of systems that support the delivery of patient care, the quality of patient care, and the achievement of quality patient outcomes.
- Responsible for implementing an effective, ongoing program to measure, assess, and improve the quality of care delivered to patients.
- Ensures compliance with all regulatory agencies governing health care delivery and the rules of accrediting bodies by continually monitoring hospital operations, programs, and physical properties. Initiates changes where required.
- Serves as a resource in managing physician behavior and/or performance issues, including impaired professional situations.
- Ensures a consistent approach to physician recruitment and onboarding.
- Develops, reviews and maintains programs for monitoring of practice, credentials review, privilege delineation and utilization review of members of the Hospital Medical Staff.
- Recommends and updates long-range strategy and planning to support the Hospital's philosophy and general objectives.
- Participates with leaders from the governing body, management, medical staff, and clinical areas in the Hospital's decision-making structures and processes.
- Maintains effective relationships with employed and independent physicians/practices in the region.
- With service line and entity leaders, monitors physician and APP engagement and wellbeing, and participates in the development of plans for improvement as needed.
- Collaborates with service lines, population health, and other WellSpan entities to continuously improve quality, safety, and value in the region. Collaborates across regions to support system-wide standardization according to best practice.
- Supports the WellSpan brand as a physician leader, supporting relationships with independent practices, employers, and various consumer segments within the region and participating as a representative of WellSpan in regional marketing and partnership strategies.
- Serves as a physician lead in community health, engagement, and outreach within the region.
- With service line CMOs and acute care entity VPMAs, provides executive leadership for peer review and concerns related to quality, safety, behavioral, and other performance issues involving physicians and APPs.
Common Expectations:
- Establishes performance goals, allocates resources and assesses policies for direct subordinates. Provides orientation, training, and continuing education of employees in area(s) of responsibility.
- Participates on internal committees and external professional/civic service organizations. Meets with members of the community to promote good community relations.
- Initiates and/or maintains organization wide policies and procedures to facilitate the kind and type of organization needed to accomplish the System's aims, objectives and programs, and which guide and support the provision of System services.
- Participates in Medical Staff activities as required and/or as requested.
- Observes the Bylaws and Rules and Regulations of the Hospital and the Medical Staff.
- Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends in field of expertise.

Qualifications
Minimum Education:
- Doctor of Medicine (MD) Required or
- Doctor of Osteopathic Medicine (DO) Required
Licenses:
- Licensed Medical Physician and Surgeon Upon Hire Required or
- Licensed Doctor of Osteopathic Medicine Upon Hire Required
Courses and Training:
- Certification by appropriate Board. Upon Hire Required and
- Completion of an appropriate residency program. Upon Hire Required and
- Must qualify and be a member of the Medical Staff of York Hospital. Upon Hire Required
Knowledge, Skills, and Abilities:
- Able to develop and apply management, performance improvement and healthcare delivery concepts and strategies
- Extensive skill in establishing and maintaining effective working relationships with physicians, hospital staff, and hospital/system leadership, with emphasis on effective communication and follow through
