Summary The primary purpose of this position is to oversight day to day scheduling functions within the Health Administration Service (HAS) health care delivery system including eight geographically dispersed medical facilities such as, Columbus Outpatient Clinic, Ft.
Benning Outpatient Clinic, Dothan Outpatient Clinic, Wiregrass Outpatient Clinic, and Monroeville Outpatient Clinic providing care and healthcare management to over 50,000 Veterans spread across Central Alabama and Northeast Georgia.
Responsibilities Duties include, but may not be limited to the following : The Program Specialist will be responsible for program oversight of all scheduling functions within the outpatient clinic areas.
This includes the following processes and programs : Data management and analysis to include audits, Cisco ACD telephone switchboard operations, consult management, healthcare appointment scheduling, clinic setup and cancellations, healthcare eligibility and enrollment programs, Release of Information (ROI), beneficiary travel, My Healthe Vet, Clinical and Data Programs, Insurance Capture Buffer (ICB), Veterans Health Identification Cards (VHIC), Veteran satisfaction and customer relations.
Incumbent is fully involved in personnel management, planning, data retrieval and analysis associated with each program.
Data retrieval will derive from programs such as VISTA, VSSC, AMIS, and Pyramid Analytics. Incumbent serves the Health Administration Service, leadership and other management and supervisory personnel by analyzing, evaluating, advising, and coordinating administrative operations regarding scheduling polices and protocols.
This includes acting as a liaison in developing internal administrative policies and processes to ensure compliance with Veterans Health Administration (VHA) Guidelines, standards, and requirements as well as those of various accrediting and regulatory organizations.
Incumbent promotes an atmosphere conducive to the accomplishment of the VHA, CAVHCS, and HAS vision, mission, priorities, and goals.
Incumbent assist the Health Administration Service, leadership and other management and supervisory personnel with developing internal policies and programs concerning such matters as equal employment opportunity, merit promotion, labor management relations, and position management.
Incumbent advises leadership on issues regarding position management to include requesting and negotiating Full Time Employee Equivalent (FTEE) positions required to fulfill the mission utilizing recognized standards and associated workload data.
Incumbent also assists subordinates administratively with issues such as Family Medical Leave Act (FMLA), reasonable accommodations, telework requests, leave without Pay (LWOP), Employee Assistance Programs (EAP), and others that arise.
Incumbent responsible for working alongside the Health Administration Service, leadership and other management and supervisory personnel in creating and sustaining the Supervisory MSA staff orientation and training program which includes initial and recurring scheduling training specific to the different facilities and services supported.
Incumbent undertakes special studies of various organizational segments or individuals having program responsibility. Studies usually undertaken at the incumbent's own initiative in response to a real or perceived problem.
Studies may be prepared in terms of cost-benefit analysis, workflow and efficiency, or task structure in terms of organizational effectiveness.
Due to the unique vantage point of the incumbent, these studies and associated analysis will likely go well beyond the scope of the Business Office to evaluate clinical efficiencies and make recommendations to clinical services regarding optimizing healthcare operations.
Incumbent evaluates alternate proposals or problem solutions and presents conclusions to management. Recommendations may take the form of a draft program, policy, or organizational changes, along with projected benefits, which may be expected to flow from the proposed changes.
The incumbent develops special comparative information that is used by management in analyzing the operations and organizations of selected healthcare system's functions, goal setting, and distribution of resources.
The incumbent will also required to perform other duties as assigned and provide backup support in other areas of HAS on an as needed basis.
Incumbent required to work overtime during evenings and / or weekends as needed to perform the above listed duties. Incumbent also be required to travel to various facilities on a regular basis.
