Regulatory Relations Liaison is responsible for filing necessary applications and handling all government interactions pertaining to the regulation and certification process for a plant or other facility. Develops procedures to ensure regulatory compliance. Being a Regulatory Relations Liaison prepares reports for top management detailing projects that may impact the organization's regulation status. May represent the organization before federal or state legislations. Additionally, Regulatory Relations Liaison requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Regulatory Relations Liaison typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Regulatory Relations Liaison typically requires 3+ years of managerial experience.   • Job Description: Essential Job Functions: Practicing Housing First, harm reduction, and low-barrier service models when working with individuals or households. Attend and participate in Coordinated Entry/Case Conferencing meetings within the local Continuum of Care. Outreaching households that are not currently engaged in CPR or CSTAR services that are experiencing a housing crisis or homelessness. Referring and/or transporting individuals to help establish them in services for needs including behavioral health, substance use, physical health, employment, etc. Working to build and strengthen relationships with local landlords. Providing education to landlords on community programs and providing referrals to landlords for their units. Connecting with referrals from Continuum of Care programs to assist individuals with housing stability. Utilizing SOAR training to assist individuals in applying for benefits. Assisting households in identifying when they are ready to move on to other permanent housing options. Participating in state-wide Housing Liaison training and calls. Completing timely data collection and entry as required by DMH. Becoming knowledgeable about all resources available within the community. Serving as a resource to case managers, clients, and agency administration regarding housing and local/state resources. Assisting eligible households in obtaining identification documents required for housing or employment. Assist with the moving on process/transferring to other services and meet with tenants to evaluate their readiness to move on to other permanent housing options Reengaging active or former participants who have become disconnected with services or who are at risk of returning to homelessness. Helping households to identify and connect with natural resources to prevent or end homelessness. Understanding HUD Quality Standards inspections. Knowledge, Skills, and Abilities: Exceptional knowledge and skill in supportive housing. Ability to effectively communicate with diverse individuals. Enjoy developing new relationships and working with others within the community. Ability to work with information in a confidential manner. Competent skills working with Microsoft Office applications. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to apply common-sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Ability to establish effective relationships via telephone and personal contacts. Ability to follow direction and accept supervision. Ability to multi-task and react to meet multiple demands. Ability to respond effectively and maintain composure in crisis situations Experience and Education Qualifications: A Bachelor’s in Social Work, Psychology, Sociology, or other relevant case manager experience in housing; OR, Associate of Applied Science in Behavioral Health Support from an approved institution eligible to provide community support services. (Associate degree memo as community-support-qualifications_memo.pdf); OR, Qualified to provide Community Support. For community support, one of the following: A mental health professional as defined in 9 CSR 10-7.140(2)(QQ) An individual with a bachelor’s degree in human services field, which includes Social Work, Psychology, Nursing, Education, Criminal Justice, Recreational Therapy, Human Development and Family Studies, Counseling, Child Development, Gerontology, Sociology, Human Services, Behavioral Science and Rehabilitation Counseling. An individual with any four-year degree and two years of qualifying experience. Any four-year combination of higher education and qualifying experience. An individual with four years of qualifying experience. (CS 101 Qualifications dmh.mo.gov). Supervisory Requirements: None Employment Requirements: Successful completion of background check including criminal record, driving record and abuse/neglect. Completion of New Hire Orientation at the beginning of employment. All training requirements including Relias Learning at the beginning of employment and annually thereafter. Current driver’s license, acceptable driving record and current auto insurance. Completion of the SOAR programs. Completion of the Housing Liaison training materials provided by the Department of Mental Health. Completion of the HUD Quality Standards quiz. Physical Requirements: ADA Consideration - Sedentary work: Exerting up to 10 pounds of force occasionally (exists up the 1/3 of the time) and/or a negligible amount of force frequently (exists 1/3 to 2/3 of the time) to lift, carry, push, or pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
