Regulatory Relations Liaison is responsible for filing necessary applications and handling all government interactions pertaining to the regulation and certification process for a plant or other facility. Develops procedures to ensure regulatory compliance. Being a Regulatory Relations Liaison prepares reports for top management detailing projects that may impact the organization's regulation status. May represent the organization before federal or state legislations. Additionally, Regulatory Relations Liaison requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Regulatory Relations Liaison typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Regulatory Relations Liaison typically requires 3+ years of managerial experience.     PRINCIPAL DUTIES AND RESPONSIBILITIES:

    Under minimal supervision, responsibilities will include but not be limited to the following essential functions:

    • Provide leadership, expectations, motivation and development opportunities to direct reports in overseeing the following business functions:
      • Prepare and file horizontal, horizontal allocation, and PSA drill permit applications.
      • Prepare and file the necessary groundwater protection determination letters (Waterboard / GAU) including SWR13 exception applications for alternate surface casing setting and tubing exceptions.
      • Compile, prepare and file completion packets including additional attachments such as exception letters, L-1 log form, P-4, P-12, P-16 acreage designation form, W-15 cementing forms and necessary plats.
      • Prepare and file additional regulatory filings – SWR32 flare / vent permits, SWD wells, surface commingling, inactive well requirements, plugging, pipelines, and organization reports.
      • Promptly respond to all requests from regulatory agencies
    • Serve as a source of expertise on all r regulatory related issues, providing guidance and support to other departments to remain in compliance with the Texas RRC
    • Invite diversity, listen with an open mind, challenge the ways of the past with new ideas.
    • Manage ambiguity, anticipate obstacles, and execute reasonable solutions.
    • Review and revise processes on a proactive basis to achieve improved performance.
    • Develop, train, and evaluate personnel, including conducting performance reviews and performance against goals.
    • Assess ongoing manpower requirements and make recommendations to management as needed.
    • Provide regulator business status updates to management.

    EDUCATION, KNOWLEDGE, AND SKILLS:

    • Supervisory experience required
    • Education: College degree required
    • Experience: Minimum of 10 years oil and gas experience with at least 5 years of regulatory experience
    • Thorough understanding of Texas Railroad Commission, Texas oil and gas regulations and processes
    • Thorough understanding of plats, ULM, NPZ, publications and SWR special field rule interpretations
    • Ability to coordinate with other departments to secure the information required for regulatory filings
    • Ability to work with regulatory agencies professionally and courteously
    • Basic understanding of well drilling, completion, and production operations
    • Proficient in RRC website and WellView
    • Proficient understanding drilling and completion reports and wellbore diagrams
    • Effective and motivating team leader
    • Strong time management and organization skills
    • Willing to take initiative with indirect supervision
    • Strong verbal and written communication skills
    • Must be detail oriented and have the ability to work on multiple tasks

    COMPENSATION:

    Salary is commensurate with experience


    WORKING CONDITIONS:

    Work is normally performed in a climate-controlled environment, where exposure to conditions of extreme heat/cold, poor ventilation, fumes and gases is very limited. The noise level is moderate and includes sounds of a normal office environment. No environmental hazards are encountered in the performance of normal job duties.

    PHYSICAL DEMANDS:

    Work normally requires finger dexterity and eye-hand coordination to operate computer keyboard at moderate skill level. Work may require occasional pushing, pulling, or carrying 20-pound objects such as files, documents, boxes, etc. Work involves sitting most of the time but may involve standing and walking for brief periods. Minimal travel is required, less than 5%.
