Reimbursement Services Director directs and supervises the activities of the claims and provider reimbursement personnel. Handles third-party reimbursement for services rendered to patients. The Clinical Director of Outpatient Services is responsible for the daily activities and supervision of services provided in addition to contributing to the creation, development and implementation of program systems, policies and processes that align with the behavioral health program development strategies. The Clinical Director of Outpatient Services reports to the Vice President of Behavioral Health Services.
Essential Duties and Responsibilities:
Core duties and responsibilities include the following. Other duties may be assigned.
- Responsible for the implementation, delivery, coordination and supervision of clinical services, as well as the daily activities and supervision of program services throughout the Outpatient and OTP programs.
- Management and quality assurance of all clinical services including training and supervision of all clinical staff.
- Ensures programs functions with clinical integrity and maintains compliance with licensure
standards, policies and procedures, HIPAA and all applicable confidentiality laws.
- Oversee the outcome-driven planning, implementation and evaluation of BH programs.
- Contributes to the adaptation and program development systems, policies, and procedures to evolve with agency’s growth strategy and targets.
- Ensure the programs and services contribute to the organization’s mission and reflect the priorities and approved budgets.
- Conducts searches for relevant funding opportunities.
- Development of and writing contracts, in connection with operational staff, as well as grants to submit for funding, employment and training.
- Analyze program data to determine impact of programs and plan strategically.
- Assures programs are performing for value based payment structure
- Evaluates and implements evidence based clinical and psychoeducational curricula and best practices for all programs.
- Supervises work efforts of departmental supervisory staff.
- Evaluates and provides performance feedback to subordinates.
- Determine and monitor program workload targets, evaluate staff productivity and quality of services.
- Develops, maintains, and educates staff members about record keeping policies that ensure comprehensive participant care and that meet the guidelines of all regulatory agencies.

- Conducts in-service trainings.
- Provide/promote excellent participant services.
- Works closely with billing department to ensure timely submission of all clinical documentation required for billing.
- Remains appraised of changes in Medicaid Behavioral Health approved services including level of care criteria, utilization management practices, quality improvement, and finance and billing processes.
- Collaborates with Medical Director, review findings and ensure recommendations are carried out.
- Evaluate participants for mental health issues as needed.
- Participate in agency wide Quality Assurance and Improvement team.
- Monitors program census and assists in development and implementation of recruitment strategies.
- In conjunction with the leadership team, assists in maintaining confidentiality, ethics and professional conduct throughout the agency.
- Participates in fundraising activities.
- Assists with organizing and implementing agency wide events.
- Maintains a climate which attracts, keeps, and motivates a staff of top-quality people.
- May be required to work evenings and weekends.
Supervisory Responsibilities:
Manages supervisors in the Outpatient services departments who provide supervision to their supervisees. Also provide clinical supervision to all employees and interns providing Treatment, Prevention and Recovery services within Elmcor. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

Education and/or Experience:
- Current licensure as a LCSW with at least three years’ experience in supervising behavioral health services. Additionally, in compliance with OASAS regulations, the individual:
- Must have at least three years of full-time clinical work experience in the chemical dependence field, at least one year of which must be supervisory, prior to appointment as clinical director.
- Must have basic computer skills.
