Budget Specialist II
Our client in the public sector is looking for a Budget Specialist II to join their team. This role will assists in the formulation and execution of the agency's budget; develops budget requests for assigned functional area(s); submits budget requests to the agency's centralized budget office for review and approval; participates in the development of the biennial budget; and performs other duties as required.
Responsibilities:
Serves as a budget specialist to the agency's centralized budget office in developing budget requests for functional area(s). Assists in the development of the biennial budget by submitting programmatic/functional area budget requests to the agency's centralized budget office for review. Monitors, reviews, and records budgetary tracking for a specific functional area for agency management. Develops biennial and annual budgets for assigned functional area and advises agency management on program and financial issues. Provides advice on program effectiveness and budgetary needs and requests. Assists centralized budget office with capital project requests for additional funding, setting up and closing capital project accounts and assists with the six-year capital plan. Submits requests to increase/shift funding within the allocated state and federal budgets for project phases to cover current/projected expenditures for projects. Provides on-going oversight and budget preparation, implementation, analysis, monitoring, and evaluation of programs, and completes federal and state mandated reports. Requests budget documents in budgeting system, such as allotment shifts and appropriation increases for agency approval.
Task #1:
Performs technical professional accounting duties in the establishment, analysis & maintenance of capital projects. Acts as a liaison to Finance & Administration Cabinet & Governor’s Office of Policy Management as it relates to capital projects. Prepares pay documents & submittals for authorizations of payments as it relates to capital.
Task #2:
Develops policies & procedures & works with agency heads to assist in the development of policies & procedures as it relates to their individual agencies. Develops & provides training & assistance to cabinet personnel in the methods of capital planning, capital project management, policy analysis & management review.
Task #3:
Develops guidelines & policies for the development of policy planning & the preparation of the 6-Year Capital Plan & preparation of the biennial Executive Budget & 6-Year Capital Plan. Reviews and makes recommendations for program and budgetary changes. Assists in the preparation of budget data & information.
Task #4:
Coordinates the work of assigned staff in efforts such as the execution of the Biennial Budget & 6-Year Capital Plan. Responsible for the development & management of webpages for the CHFS Office of Administrative & Technology Services & its divisions. Serves as ProCard
Administrator for the branch. Provides technical assistance to management personnel.
Task #5:
Provides functional supervision over the Administrative Specialist III within FMB on all FMB administrative tasks.Represents branch manager in meetings & conferences with state agencies, citizens & professional groups. Compiles & completes various reports for management & reviews, analyzes & drafts correspondence for agency management
Task #6:
Performs other duties as assigned.
Minimum Requirements:
Education:
· Graduate of a college or university with a bachelor's degree.
Experience, Training, or Skills:
· Three years of professional experience in budget administration, financial analysis and/or forecasting, statistical analysis, accounting, financial auditing, or a related field.
Substitute experience for education:
· Professional experience in budget administration, financial analysis and/or forecasting, statistics, accounting, financial auditing, planning, or a related field will substitute for the required education on a year-for-year basis.
