Release and Deployment Manager

  • Primary Purpose:
    The Release and Deployment Manager is responsible for actively managing Pacific technology services upgrade lifecycle in partnership with customers and technical managers. Areas of responsibility include: planning, requirement analysis, coordinating architectural design, scheduling releases, coordinating between teams, testing and deployment. Manages the execution of strategic and foundational technology-focused programs and projects of significant complexity from conception through deployment. Manages all factors that govern project success: project scope, budgets, time estimations, scheduling, resource leveling and quality parameters. Serves as a primary liaison between technology staff other department managers across the university for critical change initiatives. With limited guidance, develops a sound implementation plan for meeting project objectives within the budget and timing constraints. This individual monitors progress to the plan and proactively communicates any and all variances. Project checkpoints, deliverable review meetings are scheduled and led by this individual to ensure customer engagement and satisfaction. The incumbent provides the Pacific Technology leadership team regular updates on program and project status, risks, and risk mitigation.

    Essential Functions:
    In partnership with Pacific Technology groups: explores, identifies, evaluates, enables, extends, and promotes existing and emerging academic and business technologies and their application.
    Develops and updates map of technical interdependencies and understand the impact of an upgrade to any one of them on all the others.
    Plan releases for products that have been selected to work on in partnership with stakeholders and technical team.
    Develop and maintain high level plan for introduction of new technical services and features.
    Build and maintain map of lifecycle for each implemented technology service.
    Align technical upgrades and changes with academic calendars to minimize impact to customers.
    Maintain and drive versioning and upgrade paths for existing software tools. Identify and document critical business partners for testing and validation of upgrades.
    In partnership with product owners, maintain a backlog of products that customers want introduced at the university or within their schools or departments.
    Identifies, analyzes, and resolves complex issues dealing with a broad range of technology systems.
    Provides high level of customer service and satisfaction to the university community when resolving technical issues.
    Effectively communicates project expectations to team members and stakeholders in a clear and timely fashion.
    Implements and reviews quality assurance procedures in accordance with the Universitys policies and procedures to ensure successful execution and project completions.
    Defines project scope, goals and deliverables that support university strategic business goals in collaboration with senior management and stakeholders.
    Estimates the resources and participants needed to achieve program and project goals.
    Drafts and submits budget proposals, and recommends subsequent budget changes where necessary.
    Proactively manages changes in project scope, identifies potential crises, and devises contingency plans.
    Creates and disseminates executive status reports as defined in the program or project.
    Coaches, mentors, motivates and supervises project team members and contractors, and influences them to take positive action and accountability for their assigned work.
    Identifies and resolves issues and conflicts within the project team.
    Plans, schedules and tracks project timelines and milestones using appropriate tools.
    Conducts project close out sessions and lessons learned reviews while also creating recommendations that identify successful and unsuccessful project elements.
    Builds, develops, and grows any business relationships vital to the success of the project.
    Performs other duties as assigned or requested.

    Minimum Qualifications:
    Bachelors Degree.
    Ten (10) years of progressively challenging IT project management experience (large-scale, multi-disciplinary Project Management).
    Experience managing cross-functional teams or projects with MS Project Professional or other project management tool for project scheduling and tracking.

    Preferred Qualifications:
    Scrum Master Certification, Project Management Professional (PMP) or equivalent.

    Skills/Knowledge and Expertise:
    Experience in all aspects of IT project management from hardware infrastructure through application development.
    Demonstrated ability to lead projects in a fast-paced environment where resources are often shared across projects.
    Strong planning, organizing, and coordinating skills.
    Demonstrated project leadership skills.
    Strong organizational skills.
    Exceptional and effective interpersonal, verbal and written communication skills.
    Ability to provide solutions to integrate various disparate systems into a single-service offering using existing knowledge and research.
    Solid written communication skills with ability to write technical documentation or manuals.
    Adept at reading and interpreting technical documentation, wiring diagrams, floor plans, and procedure manuals.
    Strong interpersonal and communication skills and analytical and problem-solving abilities.
    Experience as a primary point of contact for providing hands on support for "C" level executives in a higher education environment.
    Proven track record for meeting and/or exceeding performance expectations.
    Ability to work with flexible scheduling.
    Ability to handle and prioritize multiple tasks.
    Ability to work on various teams and contribute to the success of the teams.
    Experience with PowerPoint, MS Project, MS Word.
    Experience and sensitivity in working with people of diverse backgrounds and cultures.
    Demonstrated experience in advancing social justice, equity, and inclusion in a university setting.
    Ability to engage and integrate culturally responsive practices and knowledge in their work.

    Work Environment/Work Week/Travel: Work is primarily performed in a standard office environment with use of computer and phone. Work performed during standard business hours, requires additional hours both evening and weekends to accommodate business needs. Schedule may be modified to meet deadlines. Willingness to work evening and weekend hours and overtime, sometimes on short notice. Occasional travel is required.
