Reliability Engineer analyzes and evaluates the reliability of products, equipment, components, and processes using engineering methodologies and tools. Develops the methods and measures utilized for reliability analysis based on product specifications, tolerances, or operating standards. Being a Reliability Engineer utilizes analysis techniques like FMEA, fault tree, and root cause analysis to identify problems. Oversees testing activities and reviews results. Additionally, Reliability Engineer creates risk-based failure mitigation plans. Proposes new or revised product designs, manufacturing processes and testing specifications that utilize best practices and will increase reliability. Requires a bachelor's degree in engineering. Typically reports to an engineering manager. The Reliability Engineer work is closely managed. Works on projects/matters of limited complexity in a support role.     Primary Functions 

    • Track and manage Mechanical Integrity notifications with due dates, these are required to be reported during the MI Steering Committee meeting. 
    • Track all equipment inspections, ensure MOCs are in place, initiated by the area equipment owners as required by policy.  
    • Will track and ensure inspection of all On Stream Leak Repairs (OSLR). Will follow policy for the safe installation of any bolt on leak repair devices or any other temporary leak repairs. 
    • Assist corrective maintenance and area reliability engineers in properly scoping fixed equipment repairs following applicable Recognized and Generally Accepted Good Engineering Practices (RAGAGEP). 
    • It is preferred to have certifications in API 510, API 570, and API 653. If not certified, then a strong working knowledge is required. Having the API certifications ensures understanding of ASME PCC 1 & 2 & 3, ASME B31.1 & B31.3, NBIC, ASME Section VIII Div 1&2, ASME Section IX, ASME Section V, API 579, API 650, API 571, API 2000 
    • Site Pressure Relief Device (PRD) coordinator with responsibility for testing and managing records for the site 
    • Site Bolted Joint Coordinator with responsibility for maintaining continuing training for bolted joint specialists and issuing initial bolted joint training for new hires. 
    • Maintains the site’s welding certification program and welder continuity program. Will work with required parties to develop Weld Procedure Qualifications (WPQ) and Weld Procedure Specifications (WPS). 
    • Ensure all Virginia state operating certifications for pressure vessels are being maintained 
    • Follow applicable RAGAGEPs for new purchased and installed fixed equipment 
    • Assist the project groups as needed on fixed equipment job scopes and equipment specification sheets 
    • Attending project PE2 scope meetings for fixed equipment projects. Will also attend project closing notice meetings to ensure the MI fixed equipment handoffs are completed and in order before a project is closed. 
    • Responsible for maintaining the site’s Tier III fabricated equipment policy, PN 629 and ensuring compliance with the fabricated equipment Tier I and Tier II documents. 
    • Will have a knowledge of the Celanese SEPs for fixed equipment including insultation, coatings, fireproofing, piping, gasket selection, PRD requirements. 
    • Engaged in the MOC process where fixed equipment changes are being reviewed 
    • Responsible for training and development of the site’s maintenance and reliability resources as needed/required regarding fixed equipment 
    • Work with the Central Technology Group to implement any issued Technical Directives in the plant 
    • Work with Corrective Maintenance to ensure all ITPMs are updated correctly, inspection intervals are adequate for the corrosion rates and operating conditions present. Will ensure ITPM inspection methods are correct to identify the suspected corrosion/failure mechanism. 
    • Issue process letters as necessary to maintain the site’s mechanical integrity for fixed equipment 

    Qualifications: 

    Minimum Qualifications: 

    • Must have Bachelor of Science in Mechanical or Civil Engineering, or other related engineering degree. 
    • 5 Years of job-related experience 
    • Must be proficient in Microsoft: Excel, Word and Outlook. 
    • Must be able to wear appropriate PPE in the refinery and be able to physically perform all tasks in the field.  

    Preferred Qualifications 

    • 5 years of experience as a Fixed Equipment Mechanical Reliability Engineer in a plant setting preferred. 
    • 10 Years of job-related experience preferred 
    • Experience at a refinery, chemical plant, or heavy industrial facility is preferred 
    • General use skills and knowledge in the following computer programs are recommended: Sage and Compress preferred. 
    • Proficient with maintenance/reliability management systems including SAP, APM; API RBI Software preferred. 
    • Strong knowledge in the design and application of all types of fixed equipment (engineering application, maintenance, repair, operation, monitoring, testing, and documentation) preferred. 
    • Working knowledge of API 571 "Damage Mechanisms Affecting Fixed Equipment in the Refining Industry". 
    • Working knowledge of API 579 Fitness for Service (Level 1 and Level 2 analyses) Strong working knowledge of all applicable industry standards. 
    • Familiarity with design/construction codes and standards such as ASME Section I, ASME Section VIII, ASME B31.3
