Catholic Religious Education Coordinator

  • The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

    1.  GENERAL DESCRIPTION:  To provide non-personal services as the Catholic Religious Education (RE) Coordinator for the Catholic community at Scott Air Force Base, IL. Services to be provided are listed herein.

    2. QUALIFICATIONS OF THE COORDINATOR: The services furnished by the coordinator are in support of or in coordination with the appropriate Catholic services, rites and observances that are governed by the Catholic ecclesiastical regulations. The non-personal services furnished by the coordinator are also in support of developing, implementing, coordinating, and evaluating the Religious Education programs that are governed by the Archdiocese of the Military Services (AMS) guidelines (www.milarch.org). The coordinator must:

    a. Be familiar with the requirements and basic expectations of the AMS and abide by them.

    b. Be an AMS certified Catechist. An advanced certificate in Catechesis is preferred.

    c. Provide a resume with academic certification. A bachelor’s degree is preferred. If advanced certificate of Catechesis or academic equivalent is not held, coordinator must pursue the advanced certificate within the first year contract. Experience with Catholic Religious Education and the whole spectrum of Roman Catholic Liturgical practices since the Second Vatican Ecumenical Council and at least one year’s experience coordinating religious education is required.

    d. Be familiar with and practice the basic tenets of the Catholic faith.

    e. Be a member in good standing of a local Catholic community.

    f. Undergo and pass a DOD background check for working in the Chapel community. In accordance with Dept. Of Defense Instruction (DODI) 1402.5, each individual working with children under the age of 18 in conjunction with this contract must successfully complete the criminal history background check. Failure to complete the criminal history background check shall result in termination of the contract.

    g. Basic computer skills are required in, but not limited to, the following programs:

    Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and Microsoft Outlook.

    3. DUTIES AND RESPONSIBILITIES:

    a. Dress appropriately for the activity supported. Normal office attire is business casual.

    b. Provide the services in accordance with Catholic ecclesiastical, canonical, and

    liturgical norms and practices as prescribed by the United States Conference of Catholic

    Bishops.

    c. Attend all Catholic Advisory Committee meetings, Religious Education related meetings,

    and other meetings as directed by the Catholic Priest.

    d. Develop an annual budget for the Catholic religious education programs to be submitted

    NLT 30 June of each fiscal year.

    e. Develop and produce monthly supporting AFCCARS data and a year-end Catholic

    Community report concerning the Catholic Religious Education Program to include

    attendance figures, funds expenditures for the program, and materials ordered.

    f. Evaluate and order curriculum and supplementary material for the program as approved by

    the Archdiocese of the Military Service (AMC), the Catholic Priest, and the Wing

    Chaplain.

    g. Maintain an office, provided by Scott Chapel, which shall be accessible to the Scott Catholic Community during specific duty hours.

    h. Publicize all information as required for the Catholic religious education programs.

    i. Provide an annual calendar to the Parish and parents of all religious education students.

    j. Remain current in all catechist trends by reading, attending workshops offered within the

    local area, and/or participating in continuing education. Funding will be available as

    applicable by Air Force Instruction.

    k. Submit fund and material requests within the required time frames.

    1. Assist the Catholic Priest in recruiting, training and monitoring catechists and volunteers

    in the program.

    m. Coordinate background checks through the Chapel Installation Records Check Manager on all catechists, volunteers who have direct contact with children under the age of 18

    years.

    n. Provide catechists and volunteer training on, at least, a quarterly basis,

    o. Facilitate catechist certification process with AMS for program's volunteers.

    p. Provide resources for the catechists in the program.

    q. Coordinate sacramental preparation programs to include Baptism, First Reconciliation,

    First Communion, and Confirmation. These duties include recruiting catechists and setting

    time and place for parent-teacher meetings.

    r. Coordinate liturgical format for Baptism, First Reconciliation, First Communion,

    Confirmation and class liturgies, through the Catholic Parish Life Coordinator before they

    are reproduced for parish use.

    s. Supply all necessary records to the AMS after the sacraments have been received.

    t. Function as a team member in a pluralist environment—working with the Catholic Priest, chaplains, staff and volunteers.

    u. The coordinator may use Chapel owned or managed audio/visual equipment located in the chapels. No equipment may be removed from the Chapel without written authorization from the NCO of Chapel Operations or his/her designated representative.

    v. Ensure that all facilities used are properly secured, to include doors and windows,

    following the conclusion of Catholic parish activities and events.

    w. Be responsible for security and cleanliness of all facilities utilized in conjunction with

    Catholic programs.

    x. Coordinate all support requirements with the Chapel Tithes and Offering Fund (CTOF)

    Contract Officer or Appropriated Funds Resource Advisor.

    y. The coordinator will, in consultation with the Catholic Priest, the CTOF Contract Officer or Appropriated Funds Resource Advisor, develop an annual calendar of events, CTOF budget, appropriated fund budget, and core religious education curriculum. This information is submitted as required by local Chaplain Service operating procedures.

    z.. Answer phone calls related to the Catholic program and produce related documentation

    as required.

    aa. The Catholic Parish Religious Education Coordinator will deliver, assist, and prepare,

    (with the assistance of the Parish Life Coordinator) the Rite of Christian Initiation for

    Adults (RCIA).

    bb. The coordinator shall be familiar with and operate within the guidelines as set forth in the

    375th AMW/HC Operating Instructions and governing Air Force Instructions and

    Department of Defense Instructions.

    4. APPROXIMATE Time/Location/Frequency of Services: A unit of work for this position consists of one calendar month to include 100 hours. A typical work week will consist of approximately 25 hours, but may fluctuate and will normally be determined by the activity/activities necessary to complete the intent of the contract. The coordinator understands that the hours may fluctuate depending upon the required duties. Coordinator will maintain a schedule in accordance with the schedule below. Changes to scheduled work hours will be coordinated through the Catholic Priest and the contracting officer. Work from home is not authorized.

    SCHEDULE:

    a. One hour and a half of Religious Education program, possibly, on Sundays. Times TBD.

    b. Coordinator will maintain a schedule of weekday/end office hours to be provided to and approved by Catholic Priest, the Wing Chaplain or his/her designee. The schedule will be posted at the Chapel.

    5. Place of Performance of Services: Scott AFB Chapel, 320 Ward Dr, Building 1620, Scott AFB, IL and Building 1650, Scott AFB,IL and other locations as approved by the Wing Chaplain or his/her designee. For access to the facility during non-duty hours, a key and/or cypher lock code will be provided to the Coordinator. The Coordinator shall assume the safeguarding of the key and code to avoid unauthorized access to the government owned facilities and property. Coordinator will return the key upon completion/termination of contract. Special performances may require Coordinator to conduct service at various locations on base. Coordinator will not be reimbursed for regular day-to-day travel expenses related to fulfilling obligations. Office space may be shared by fellow chapel coordinators.

    6. Chapel Equipment Provided: The government shall provide common office area, equipment and supplies for use by the coordinator in performance of official duties.

    7. Continuity of Service: The Coordinator will personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by Wing Chaplain or his/her designee. Submit the names and qualifications of proposed sub-coordinators to the Catholic Priest for approval at least 14 days prior to the proposed absence. Sub-coordinators must meet the requirements for the position as outlined in this Statement of Work (SOW). Coordinator is responsible for payment of this substitute.
