The WSLCB Licensing and Regulation Division is announcing an exciting opportunity for a Compliance and Adjudications Manager (WMS Band 2) position in Olympia, WA. This position reports to the Acting Deputy Director of Administration in Licensing and Regulation Division. The goal of the Licensing and Regulations Division is to issue liquor and cannabis licenses and permits to qualified retail and non-retail businesses, to responsibly regulate the production, distribution, and sales of liquor and cannabis products in accordance with state laws and regulations.

This position has delegated authority of making liquor and cannabis threshold determinations on license applications, revocations, and non-renewals including requests from other agency divisions or by the local governmental authority. In this position, you will oversee and track the adjudicative process for licensing, draft legal documents, facilitate discovery and interrogatory requests, and work directly with the Assistant Attorney Generals through all litigative matters. In addition, you will testify or attend depositions on behalf of licensing decisions, in support of enforcement matters, tort claims, or as the agency representative during hearings.

Duties

Some of the duties you will perform are:

• Manage the adjudications program monitoring the execution and outcomes while assessing program needs for process improvement.
• Keep Deputy Director apprised of program updates, concerns or issues of political nature or agency risk.
• Independently review controversial license applications, non-renewal requests, and revocations assessing with a fair and equitable approach utilizing appropriate laws, rules, and policies.
• Coordinate efforts with the Assistant Attorney Generals in facilitation of any documentation, information, or decisions needed throughout the litigation process meeting all timelines.
• Ensure litigation discovery requests are done in a timely and efficient manner to ensure there is no financial risk for the agency.
• Review all legal documents to confirm accurate and truthful information is included with the applicable regulations to aid in less agency risk.
• Assist in the review of Sports and Entertainment Centers (SEF) application and changes especially those with more political risk.
• Supervise Program Specialist 5 who reviews all licensing contracts to ensure they adhere to pertaining laws and rules that govern the license type.
• Document and share decisions made within the programs.
• Assist in review of liquor or cannabis product, package, or label submissions when brought forth.
• Oversight of trends in products, packages, or labels of liquor and cannabis products recognizing trends within WA and mitigating agency risk.
• Engage key stakeholders in development of future processes, drafts decision papers, and presentations to the director or board for consideration.
• Reviews letters in response to local authority input on applications, license changes, and renewals.
• Drafts and issues statement of intents requested by Finance for suspension or revocation of licenses for failure to pay taxes or fees.
• Align directional oversight of programs ensuring diversity, equity, and inclusion.
