Research and Development Director directs and implements an organization's research and development policies, objectives, and initiatives. Ensures research and development activities will maintain an organization's competitive position and profitability. Being a Research and Development Director consults with top management and research and development team and makes recommendations based on research findings and product performance. May require an advanced degree. Additionally, Research and Development Director typically reports to top management. The Research and Development Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. To be a Research and Development Director typically requires 5+ years of managerial experience. DEVELOPMENT DIRECTOR
  • City of Hobbs

  • Performs a variety of routine and complex administrative, technical and professional work related to the development and implementation of development codes, related municipal plans and policies, and day to day operation of the Planning Department and Building Safety and Permitting Division.  

    • Provides technical and professional advice; makes presentations to supervisors, boards, commissions, civic groups and the general public. 

    • Provides information on site development applications, ordinance, codes, plans and related planning programs, services or regulations to architects, engineers, developers, contractors, owners, community groups and interested persons. 

    • Prepares a variety of studies, reports and related information for decision-making purposes; coordinate department activities with other city division, departments and outside agencies as needed. 

    • Process and review development and implementation of development districts, subdivision, and conditional use permit applications, including review of landscape plans and other design elements of rural and ex-urban development proposals, capital improvement plans, site development and other plans and codes to meet the City’s needs.

    • Evaluates site development proposals for conformity to established plans and ordinances; evaluates proposals’ development impact as they relate to the adopted plans of the City and makes recommendations. 

    • Evaluates site development applications and site plans for compliance with applicable local, state or Federal laws.  

    • Monitors assigned site development application through the approval stages and prepares reports and related data as required. Serves as advisor to the Planning Board. Prepares planning reports and supporting data, including recommendations for various site development proposals. 

    • Implement provisions of the comprehensive plan and subdivision regulations. Assists city staff in the enforcement of local ordinances and interpreting city codes and comprehensive plans.

    • Manage various development and housing agreements for the extension of public infrastructure, affordable housing, economic development initiatives and housing incentives.

    • Serves, when assigned, as a member numerous task force or committees, which may include City, County or State groups. 
    • Assists in maintaining the database of information for planning purposes, updating the Department’s maps and assigning addresses and street names per city standards.
    • Serves as a member of various staff committees as assigned.

    Education and Experience:


    Bachelor’s degree in a related field required. Minimum of three years recent, related professional level work experience in local government operational and/or long-range planning required. Three years of supervisory experience required. 

    or


    Seven years of an equivalent combination of education in a related field experience may be considered.  Three years of supervisory experience required.


    Grant application management experience, downtown redevelopment and/or housing experience and a Master’s degree in Planning preferred. 

       

    Skills, Knowledge and Abilities:

    Thorough knowledge of site development, form-based development code and subdivision laws and comprehensive plans including their formation, process of adoption, and enforcement;

    Extensive knowledge of planning programs and processes; working knowledge of personal computers and GIS applications.

    Ability to communicate effectively orally and in writing with architects, contractors, developers, owners, supervisors, employees, and the general public.

    Ability to establish effective working relationships.

    LICENSING AND CERTIFICATIONS

    Valid state issued drivers license.


    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is performed mostly in office settings.  Some outdoor work is required in the inspection of various site development developments and construction sites.  Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
     
    While performing the duties of this job, the employee is occasionally required to stand or sit; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms.  The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; talk or hear.
     
    Employee must occasionally lift and/or move up to 10 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
