    Project/Unit Description

    GTRI/SISD is seeking a Director, Combat Air Force (CAF) Advanced Programs, Program Development. Performs as Liaison to Air Combat Command Advanced Programs. Integrates a highly classified Science and Technology portfolio into actionable enterprise plans. Enterprise plans blend USAF Science and technology pursuit with other DOD services at the component level.

    Articulates non-DoD technology and technology needs into innovative solutions for fielding of Air Force requirements.

    Job Purpose

    The Research Program Manager directs and oversees a portfolio of research projects that includes internal and external sponsor and stakeholder engagement. The Research Program Manager is responsible both for the oversight of technical execution, schedule, and budget of assigned portfolios. Specifically, the Research Program Manager develops the planning of programs and future projects through routine interactions with stakeholders. The Research Program Manager develops trusted relationships with sponsors and also serves in an advisory capacity to critical stakeholders defining the technical direction of projects and technical thrusts.

    Key Responsibilities

    • Oversee technical government programs which are of relatively medium-to-high risk and medium-to-high complexity.
    • Ensure that all required resources such as engineering expertise, manpower, production, computer infrastructure, facilities, etc. are available for the program.
    • Build multi-disciplinary teams across the organization.
    • Plan, direct, and monitor program budgets and serve as primary sponsor contact for program information inquiries.
    • Author and oversee delivery of project deliverables.
    • Coordinate schedules, briefing materials, minutes and logistics associated with project meetings.
    • Direct program growth by proposing new ideas to sponsors and marketing new technology or follow-on business opportunities - Understand and present GTRI core competencies and lab capabilities to external sponsors and stakeholders.
    • Maintain an understanding of various sponsors interests in a given technical area.
    • Coordinate with program development leads and GTRI support units on large proposals and training curriculum.

    • Communicate effectively to mediate between multiple stakeholders and converge on optimal solutions.

    Additional Responsibilities

    • Pursue research opportunities for GTRI focusing on program technology focus areas identified by Sensors and Intelligent Systems Directorate and GTRI leadership. Examples of potential technology research activities included: o Develop new concepts in rapid planning and operations using capabilities from all domains in a synchronized, cooperative and efficient manner. o Develop kill web architectures crossing multiple domains, classification levels and including all military services in order to rapidly complete the find, fix, track, target, engage and assess (F2T2EA). o Combine emerging Department of Defense (DoD) and other Government agency data sets to improve situational awareness across all echelons of decision makers at the strategic, operational and tactical levels of warfare.

    • Develop and maintain an organizational strategy to increase GTRI's impact as national thought leaders in agile, non-traditional approaches to solve problems of critical importance to national security. The strategy should include. o A prioritized plan for sponsor engagement. o The use of present and establishment of new, contracting vehicles to enable expansion into identified focus areas in line with SISD 's Strategic Plan. o The creation of strategic partnerships with industry, FFRDCs, and other UARCs to expand GTRI opportunities in identified focus areas. o Identification and prioritization of conferences, workshops, and research sponsor events most relevant to identified focus areas. o Recommendations on internal research and development initiatives to expand GTRI support to CAF program efforts.
    • Conduct sponsor engagement with agencies identified by SISD/GTRI leadership. This engagement should consist of regular meetings; arranging meetings between SISD/GTRI leadership and senior government leaders; participation in government-presented industry engagement events relevant to identified classified focus areas; leading GTRI participation in organizations including but not limited to DoD Service-specific Rapid Capabilities Offices, Special Programs, other Government agencies and the Defense Advanced Research Projects Agency.
    • Report to GTRI Senior Staff and take actions as directed.
    • Other duties as assigned.

    Required Minimum Qualifications

    • Expertise in research related to national defense.
    • Operational military experience applying technology to solve mission and campaign objectives.
    • Expertise in developing and classified-program-funded research programs.
    • Knowledge of security requirements related to physical security and information assurance.

    Preferred Qualifications

    • Active Top-Secret Clearance
    • The ideal candidate will have demonstrated success in developing funded research and have an established track record in interfacing with current customers, GTRI management, in the conduct of funded research programs.
    • A strong background facilitating dialogue, collaboration and partnerships between research personnel and government and/or industry stakeholders.
    • Experience in presenting to Senior Executive level sponsors and decision-makers.
    • Experience with the Air Force Life Cycle Management Center and DoD Service Research Laboratories, to include programs and organizational structures.
    • Experience with contracting.
    • Experience developing and presenting technical and non-technical information to Senior Executive level sponsors and decision-makers.

    Travel Requirements

    10% - 25% travel

    Education and Length of Experience

    • 14 years of related experience with a Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Aerospace, Computer Science, Physics, Program Management or related.
    • 12 years of related experience with a Masters’ degree in Mechanical Engineering, Electrical Engineering, Aerospace, Computer Science, Physics, Program Management or related.
    • 9 years of related experience with a Ph.D. in Mechanical Engineering, Electrical Engineering, Aerospace, Computer Science, Physics, Program Management or related.

    U.S. Citizenship Requirements

    Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.

    Clearance Type Required

    Candidates must be able to obtain and maintain an active security clearance.
