  • Duties

    The Deputy Director, Langley Research Center:

    • Partners with the Center Director in leading and meeting the nation's space, aeronautics, and technology development challenges through: human space flight development; innovative space and science mission technologies; critical research in materials, structures, and atmospheric flight; technologies designed to improve the safety, performance, and reduce the environmental impact of aircraft; technologies to expand the Nation's air transportation system capacity and responsiveness; and atmospheric measurements and prediction modeling for understanding and protecting our planet.
    • Chairs the Center Management Council and actively participates or leads other Center/Agency leadership councils as needed. Collaborates with other Centers and Mission Directorates to accomplish the Agency's objectives. Also, establishes and maintains external relations with the Agency, Center partners, and the local community. Represents NASA and Langley in promoting and maintaining good public and community relations and providing for the widest practical and appropriate dissemination of information.
    • Establishes and nurtures a culture of innovation by leading through innovative technical and business management practices and fully engaging the Langley team. Actively supports new business and partnership opportunities.
    • Provides and manages an institutional base for long-term stewardship of a national capability in support of NASA, other Federal and state agencies, and components of U.S. industry engaged in advanced research and technology in aeronautics, science, and space. Additionally, extends these technologies to non-aerospace applications which enhance the U.S. economic posture.
    • Delivers research and development solutions across exploration and space technology, science, and aeronautics. Provides leadership to an integration of analytical, computational, experimental testing and facilities, combined with collaborating and working closely with scientific and engineering expertise to solve challenging technical problems by applying core capabilities in aerosciences, advanced materials and structural systems, systems analysis and concepts, entry descent and landing, measurement systems, intelligent flight systems, and atmospheric characterization.
    • Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the Center and NASA.     • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
    • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
    • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
    • Successful completion of pre-employment and random drug testing may be required.
    • Must meet qualifications requirements by the closing date of this announcement.

    Qualifications

    You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

    To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

    If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST submit a resume and in a separate document address the MTQs.     MTQ - Demonstrated leadership in planning, establishing, managing, and evaluating large, complex, multimillion-dollar aerospace- or defense-related programs, operations, or organizations; to include executive leadership of the workforce, budget, facilities, and infrastructure.
