Working team member that may validate or coordinate the work of others on a support team. Suggests improvements to process, is a knowledge resource for other team members.     Reporting to the Director, assists in providing leadership and direction of the overall operations of the Multilingual/Language Development Department; supervises staff; oversees and administers state and federal programs; maintains strong project management and coordination between projects, across Illinois State Board of Education (ISBE) departments, and with other agencies; represents ISBE at committees and other meetings; provides technical assistance to agency staff, local education agencies, and program administrators.


    DUTIES AND RESPONSIBILITIES:

    • Supervises staff.
    • Assists in mentoring and training new employees.
    • Plans, assigns/reassigns, prioritizes, and reviews work assignments.
    • Approves/denies use of benefit time.
    • Establishes annual goals and objectives.
    • Completes and signs performance evaluations.
    • Provides technical guidance and direction.
    • Counsels staff.
    • Presents documentation of just cause for disciplinary action to the Director of Human Resources.
    • Oversees and administers state and federal programs.
    • Coordinates the development and implementation of projects and initiatives.
    • Maintains strong project management and coordination between projects, across ISBE departments and with other agencies.
    • Acts as department liaison/representative of ISBE within the Agency and at external committees and meetings.
    • Represents and communicates ISBE's priorities and positions.
    • Responds to and maintains communication with other agencies and entities on collaborative projects.
    • Provides technical assistance to agency staff, local education agencies and program administrators.
    • Works with the Director and other staff, as assigned, to develop a strategic action plan for new and existing initiatives, monitors progress towards strategic goals and metrics.
    • Assists in managing the budgetary functions of both federal and state programs in the department.
    • Researches and analyzes key policy and implementation issues to understand the impact and implications.
    • Creates documents, gives presentations, and produces other work products related to ISBE Multilingual/Language Development Department initiatives.
    • Performs other duties as assigned.

    REQUIRED QUALIFICATIONS:

    • Master's degree in Elementary Education, Secondary Education, Bilingual Education, Child Development or similar educational field, or, a Bachelor's degree plus two years of relevant professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
    • Coursework in bilingual education, English as a second language, linguistics, or world language. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
    • Two years of experience (in addition to education requirements) working in the field of education.
    • Experience managing projects at the state or local level.
    • Experience working in a Bilingual, ESL, or World Language Program in a school district or in higher education.
    • Experience providing supervision and guidance to multiple staff.
    • Working knowledge of Federal Title III English Learner Grant programs and/or grant writing, reviewing, and administration in general.
    • Ability to communicate orally and in writing in a language other than English.
    • Ability to research and critically analyze issues.
    • Knowledge of best practices in English learner education, bilingual education, Title I Part C Migrant Education, or world language education.

    PREFERRED QUALIFICATIONS:

    • Experience working in public policy or administration.
    • Experience with Title I Part C Migrant Education Program administration, visiting international teacher programs, or ethnic language schools.
