ENGINEERING PROJECT MANAGER - UTILITIES

  • A hiring bonus of $10,000.00 is available for this position; reimbursement of authorized relocation expenses; 20 days of paid vacation per year front loaded and pro-rated based on hire date; and hybrid remote work/telecommuting upon management approval.


    The City of Bremerton owns, manages, and maintains significant utility infrastructure (water, sewer, and stormwater) to serve its citizens.  As a Professional Engineer serving under the general direction of the Managing Engineer for Utilities, this individual will function as a project manager responsible for managing complex utility engineering capital projects or other special projects as assigned.  

     

    DISTINGUISHING CHARACTERISTICS

     

    This is a professional staff management classification with responsibility for managing Utility projects or other special projects and will include both administrative and technical oversight.  Exercises a high degree of independent professional judgment in resolving administrative and technical problems within program goals and objectives.  The incumbent will lead assigned project teams and will be responsible for project delivery or a phase of project delivery.   In fulfilling this responsibility, this position will apply best management practices for technical design and quality assurance, construction management, project scheduling, financial monitoring, regulatory processing, change management, recording, reporting, and internal and external communication techniques to ensure on-schedule and on-budget progress of assigned projects.

    Responsible for establishing project scope, schedule, and budget.

     

    Responsible for selecting and management of consultant(s). This includes technical review and oversight, quality assurance, preparation of plans, technical specifications, and contract documents, and construction management.

     

    Responsible for mentorship of technical staff, permit coordination, preparing funding applications, controlling project financing, and supporting the City Financial Services Department and Public Works management staff with Capital Improvements planning (scope, schedule, budget).  

     

    Inter-departmental/inter-agency coordination, coordinating and informing City elected officials, presentations at council meetings; coordinating, promoting, and conducting public outreach; reporting to agencies, and responding to public information requests.

     

    Project Management:  Monitors the progress of assigned capital improvement project work; gathers information and data to identify or establish project schedules, timelines, budget control procedures, progress report forms and routines.  Identifies permit status/requirements, completes and submits permits on behalf of the City, initiates actions necessary for obtaining or coordinating work of others responsible for ensuring necessary permits are obtained on schedule. Establishes project management monitoring documents and reporting mechanisms. Contracts for, selects, prepares work plans for, and manages consultants and/or consultant teams. Assists in negotiating alterations to conditions necessary to project completion; researches and coordinates production of necessary legal documentation. Participates in review of bids; reviews detailed provisions of project contract documents; solves problems and advises various individuals involved in projects throughout the life of each project.

     

    Capital Improvement Plan (CIP):  Assists the Public Works and Finance staff in establishing the CIP and developing the CIP work plan.  

     

    Project Records:  Maintains major capital project financial management records and prepares associated reports. Prepares project progress reports required by policy or financing sources.  Incorporates approved progress payments and expenditures into current financial records and reports. Reviews and completes reports and other administrative documentation needed to close out project financial records. Records results of inspections; communicates problems to appropriate officials; records and reports on reasons for needed change orders and other technical aspects of projects. Monitors project progress and initiates action needed to inform responsible individuals to take actions required to assure effective and timely project progress.

     

    Information and Inter-Agency Coordination: Coordinates project activity with other City departments. Provides information on project progress to external organizations and the public.  Coordinates information exchange with other agencies involved in projects. Represents the City with external organizations on assigned project matters. Makes periodic verbal and written reports on project management activity and issues, including to City elected officials.

     

    General:  Participates in the general administrative operations of the City.  Responds to complaints, inquiries and requests. Performs other assigned work which is consistent with the responsibilities of the classification and necessary to the City and/or overall public works operations.   This position may be assigned to report to a Public Works division manager if necessary and appropriate depending on the nature of the project(s).

    KNOWLEDGE, SKILLS AND ABILITIES (Entry Requirements)

     

    Knowledge of:  

    • Principles and practices of engineering and construction methods;
    • Principles, practices and methods of project management, its techniques and functions;
    • Current professional standards for the development, implementation and administration of project management plans for major infrastructure projects;
    • Principles and practices of quantitative, financial and sequence planning and analysis;
    • Fundamental intent and basic provisions of municipal, state and federal financing mechanisms for major infrastructure projects;
    • Techniques used for gathering, evaluating and summarizing project information in preparing records and reports;
    • Management, personnel and ethical practices as applied to facilities and project operations.
    • City, state, and federal regulations, codes, and ordinances pertaining to public works engineering and construction;
    • Technical aspects of civil, mechanical, electrical, structural and geotechnical engineering designs and specifications, financing, estimating and budgeting, including calculating overhead, design and construction costs; and
    • Preparing construction contract documents, including engineering plans, specifications and estimates.

    Ability to:

    • Work cooperatively with City staff, members of the public, elected officials, and project stakeholders to move projects to completion in accordance with the goals of the City;
    • Facilitate teams formed for the purpose of moving specific projects forward to completion;
    • Provide technical oversight of project design and construction;
    • Supervise employees with a positive leadership approach;
    • Monitor budgets during all project phases, taking impactful steps at appropriate junctures in the management of the project to ensure the project is completed on time and under budget;
    • Apply professional management analysis principles to the design and construction of infrastructure projects;
    • Interpret and effectively apply governmental policy intent and/or specific regulatory provisions to general and specific conditions;
    • Evaluate, plan and establish a proper sequence of action for responsible personnel to accomplish goals;
    • Provide formal and informal verbal and written information and advice to a wide variety of people and officials;
    • Persuasively and ethically communicate ideas and assert a point of view in complex or controversial situations;
    • Operate modern office microcomputer and telecommunications equipment and systems;
    • Exhibit and instill in subordinates a high public service priority in contacts with the public and others encountered in the work;

    Combined training and experience which demonstrates that a person has obtained the required knowledge and is able to perform the work required (with reasonable accommodation, if necessary).   Graduation from an accredited college or university with a bachelor's degree in Civil Engineering, Construction Management, or other related field and five (5) years of full-time experience in capital projects management. Experience is important and candidates demonstrating a successful multi-project portfolio of successfully-managed projects may substitute experience for formal education. Candidates must demonstrate experience involving successful interdepartmental and interagency coordination.


    A valid Washington State driver's license is required and must be obtained prior to date of appointment or another date set by the City.  


    Professional Engineering license in the State of Washington is required.


    Physical Requirements:

    • Hearing. Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discriminations in sound.
    • Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
    • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.

The top qualifying candidates will be invited to participate further in the examination process. Meeting or exceeding qualifications does not guarantee the applicant will be invited to participate in the oral examination process.

    Oral Examination:  A panel will evaluate the applicant’s training, experience, and ability to perform the job.

    Placement on the eligibility list is determined by weighted examination scores as follows:

    Appraisal of application packet regarding Experience and Education/Training -
    Passing Score 70% - Weight 40%

    Oral Examination - Passing Score 70% - Weight 60%

    Applicants must achieve a score of 70% or better on each portion of the exam in order to be placed on the hiring list.

    Employee Preference: Regular City employees applying for and passing an Open Examination will have seven point five (7.5) percent of their PASSING score added to establish their final score.

    Veteran's Preference: Veterans, who have passed an examination, shall be entitled to preference pursuant to Chapter 41.04 RCW.

    Representation:  This position is excluded from bargaining unit representation.

     

    Civil Service: The classification is excluded from the City's Civil Service System.

     

    Appointment and Removal Authority: The position is filled by appointment by the Department Head.  Removal is by action of the Department Head in conformance with Human Resources Policies.  

     

    This classification specification does not constitute an employment agreement between the City and employee.  It is subject to change by the City, with the approval of Human Resources, as the needs of the City and requirements change.
