This full time position is responsible for oversight of the Administrative Support staff, and in the absence of the Residential Valuation Supervisor in South County and/or the Residential Valuation Manager in North County, provides direction to Appraisers in both locations. In addition to supervisory responsibilities, this position has an assigned residential zone that includes conducting appraisals. Activities include oversight of research and available market data collection of field data, discussions with taxpayers, and verification and reconciliation of available data in order to indicate just values for properties and preparation of appraisal and Value Adjustment Board cases. Reports to the Residential Valuation Manager.

Duties include but are not limited to:

• Management work including oversight for unit functions, accountability for unit outcomes, and supervision of staff including work schedules, training, performance, team goals, coaching and counseling, and assisting higher level management.

• Provides direction and supervision to Support and Appraisal staff in assigned areas of the County

• Provides training and assistance to subordinate employees regarding appraisal practices and guidelines

• Identifies and coordinates field inspections

• Prepares work schedules and assigns duties to Support staff within specific areas

• Prepares and distributes status reports

• Interacts with outside agencies to share data and improve operations/procedures

• Reviews work of Appraisal staff and oversees corrections or omissions

• Roll Team responsibilities to include assignment of corrections from edits

• Attends organizational meetings and provides input as required

• Responds to questions from public regarding valuation or statutory issues

• Develops and communicates procedures and department operational processes

• Educates and informs general public of the assessment process and its value to the County

• Evaluates performance of subordinate assigned personnel

• Initiates disciplinary action of assigned personnel

• Provides Appraisal staff with tools to enhance job performance

• Provides guidance to Supervisors within unit

• Ensures training and development of assigned staff

• Partners with Human Resources on employee relations issues and disciplinary actions

• Other duties as assigned

Bachelor’s degree from an accredited college/university and four (4) years of related experience and CFE or state certification required as well as management experience (finance and economics background).

Varying combinations of education and experience will satisfy required minimum requirements. Must be computer literate with MS Excel and Word and possess a valid Florida driver’s license.
