    Working Hours: Salaried, exempt position with flexibility for evenings, weekends, holidays, and special events.

    Summary: Maximize Human Resources functions, including Recruitment, Compensation, Benefits, Communications, Training, Team Member Relations, and Culture.

    Essential Duties and Responsibilities:


    1. Talent Acquisition Oversight:
    • Ensure a continuous pool of qualified applicants.
    • Collaborate with departments on staffing needs.
    • Compliance with Tribal Employment Rights Ordinance (TERO) Guidelines
    • Oversee Talent Metrics/KPIs

    Compensation Management:

    • Develop and oversee a cohesive compensation plan.
    • Conduct periodic competitive wage and salary surveys.

    Benefits Administration:

    • Provide strategic oversight of health insurance, 401K, PTO, and Worker's Compensation.
    • Periodically evaluate and competitively bid applicable benefit programs.

    Strategic Development:

    • Provide strategic direction for HR-related internal communications.
    • Oversee the utilization of various communication channels.
    • Develop short and long-term strategies for HR functions, incorporating a comprehensive understanding of the competitive landscape through compendium competitive studies.

    Training Coordination:

    • Oversee training activities, including orientation and mandatory training programs.

    Team Member Relations Management:

    • Oversee the Team Member Relations function.
    • Provide guidance for timely investigations into complaints.

    Cultural Leadership and Mentorship:

    • Uphold and promote the company's Mission Statement and Team ROCK Philosophy, fostering a positive workplace culture aligned with organizational values.
    • Assess morale, make recommendations for improvement, and model Core Leadership Qualities for an inclusive work environment.
    • Demonstrate mentorship experience and initiatives, fostering professional growth within the team.

    Executive Leadership:

    • Serve as a key member of the River Rock Executive Team.

    Strategic Development:

    • Develop short and long-term strategies for HR functions.
    • Create annual business plans and budgets for the HR department.

    Confidential Oversight:

    • Maintain confidentiality at all times.

    Financial Oversight:

    • Develop and manage budgets for the Human Resources department.
    • Ensure accurate financial reporting and adherence to accounting principles.
    • Provide oversight of budget allocation and expenses within HR.

    Development and Maintenance of the HR Handbook, SOPs, etc.:

    • Lead the development and continuous improvement of the HR handbook, ensuring it reflects current policies, legal requirements, and best practices.
    • Establish and maintain Standard Operating Procedures (SOPs) to streamline HR processes and enhance efficiency.
    • Regularly update and communicate changes to relevant stakeholders, fostering a clear understanding of HR guidelines.

    Additional Responsibilities:

    • Provide oversight for other duties as assigned.
    • Travel to various entities of the tribe and out of state for training, conferences, and other related activities as required by the position.

    Supervisory Responsibilities: Carry out supervisory responsibilities, including interviewing, hiring, termination, planning, assigning and directing work, appraising performance, rewarding and disciplining team members, addressing complaints, and resolving problems.

    Qualifications:

    1. Industry Experience:
    • A minimum of 5 years of experience in Human Resources, with at least 3 years in a leadership or management role. Gaming HR experience preferred.

    Legal Compliance:

    • In-depth knowledge of current employment laws, regulations, and best practices.

    Communication Proficiency:

    • Excellent written and verbal communication skills.

    Analytical and Tech-Savvy:

    • Strong analytical and problem-solving skills.

    Adaptability:

    • Demonstrated ability to adapt to changing business landscapes.

    Leadership and Team Collaboration:

    • Proven leadership skills with a collaborative approach.

    Ethical Conduct:

    • Commitment to ethical conduct and maintaining confidentiality.

    Education:

    1. BA/BS degree, preferably a MA degree in a Human Resources related discipline.
    2. Ability to obtain THRP Certificate (Tribal Human Resources Professional).
    3. Associates & experience in lieu of education will be considered at the discretion of the CEO. (May require continuation of education)

    Language Skills:

    1. Must be able to read, write, speak and understand English.

    Mathematical Skills:

    1. Ability to add, subtract, multiply, and divide.
    2. Ability to apply statistical analysis to team member data.

    Reasoning Ability:

    1. Ability to apply critical thinking to the decision-making process.
    2. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

    Licenses, Certificates, Registrations:

    1. Must possess a valid California Driver's License with a clean driving record.
    2. Must be able to obtain a gaming license from the Dry Creek Gaming Commission.

    Physical Demands:

    1. Must be able to sit and/or stand for extended periods.
    2. Must be able to lift and carry up to twenty-five (25) pounds.
    3. Must be able to respond to visual and aural cues.

    Work Environment: This is a fast-paced, highly diverse work environment, requiring flexibility and collaboration. Must manage multiple priorities, respond calmly to concerns.
