Electric Utility Analyst - Risk and Pricing

    • Develop, maintain, and implement risk management programs, including energy risk management, credit risk, and utility-wide operational risks.  Serve as chair or member of risk committee(s), completing and implementing the necessary policies and procedures to manage risks in accordance with risk programs.
    • Develop and maintain expertise in energy and operational risks through training, knowledge transfer, peer-sharing opportunities, and proactive self-study.
    • Perform tasks including but not limited to counterparty credit reviews, monitoring counterparties, mark-to-market analyses, wholesale power transaction approval and review, tracking and ranking risks, risk reporting, etc.
    • Evaluate the economics and cost-effectiveness of potential new resources and assess the offsetting economic impact of energy-conservation measures.
    • Monitor, track, and report on the flow of bond-funded prepay gas to mitigate tax risk.
    • Assist in developing, administering, and/or implementing financial programs and performing other complex activities and analysis, i.e., load and economic forecasting, to establish the Utility’s revenue requirement for rate-making and financial planning.
    • Perform financial and variance analysis regarding the Electric Department’s revenue and expenses.  Proactively monitor expenditures for the Electric Department and propose budget updates with associated rate impacts, if applicable.   Assist in the development of the biennial budget and five-year rate plan.  Compile, analyze, and reconcile fiscal year-end revenue and expenditure data to ensure the Utility can establish cost-based rates.

    • Knowledge of enterprise risk, energy supply risk, market risk, credit risk, appropriate policies, practices, procedures, and financial reports
    • Knowledge of quantitative analysis, including technical, statistical, and financial analysis
    • Knowledge of data management principles and practices, including database and spreadsheet applications related to financial analysis and operational and forecast modeling
    • Knowledge of research techniques and documentation
    • Ability to interact effectively with the public and employees
    • Ability to demonstrate good oral and written communication skills
    • Ability to proficiently utilize computers and software as spreadsheets, word-processing, presentations, etc.
    • Ability to communicate effectively with representatives of other organizations

    Education, Experience, and Special Requirements:
     Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying.

    • Typical education would include a Bachelor’s degree or equivalent.  Three years of relevant experience may be substituted for the Bachelor’s degree.
    • Typical experience would include two years of relevant analytical work with an electric utility.
    • Possession of a valid California Driver's license or the ability to acquire one within ten days of appointment.
