Position Summary
This position performs administrative and technical work in the development, implementation and coordination of the City's Emergency Management Program; coordinates and acts as liaison for the City's disaster recovery efforts; oversees the disaster training, exercises, and public awareness programs; and performs related duties as assigned. Performance of the work also requires the use of considerable independence, initiative, and discretion within established guidelines.

Essential Job Functions
ESSENTIAL JOB FUNCTIONS:

Participates in the development and implementation of goals, objectives and priorities for the City's emergency management program and related plans and procedures." Plans, maintains, coordinates and administers the Emergency Management Plan, including supporting documents such as incident specific plans, Emergency Operations Center procedures and call out lists

Manages consultant contracts as needed for Emergency Management related services.
- Identifies resource needs.

Recommends and implements procedures, including standard operating procedures for assigned program.

Participates in the development and administration of the program budget.

Prepares detailed cost estimates with appropriate justifications, as required.

Maintains a variety of records and prepares routine reports of program performance.

Inventory the City's existing Emergency Management Plans.
-
Develop and implement the City's Debris Management and Continuity of Operations Plan.
-
Identify potential funding sources for Emergency Management plan implementation.
-
Acts as a liaison with other municipalities, districts, county, state, federal and other emergency management organizations.

Maintains an emergency operations center that can be functioning 24-hours a day, 365 days a year.

Reviews, changes and/or develops current and new plans and procedures as needed.

Organizes disaster drills and exercises. Reviews results and makes improvements.

Identifies current staff training needs and conducts training and public information presentations for city employees and general population.

Serves as municipal representative for various state and countywide emergency management meetings.

Keeps up to date with emergency management issues and provides information to city departments.

Assists city departments with emergency and disaster plans and procedures.

Develops and prepares public information materials such as notices, brochures, flyers, newsletters, and other materials. Updates website with informational materials.

Maintains accurate databases, records, and files related to the specific program.

Function as the Public Information Officer for the City relative to Emergency Management.

Qualifications
REQUIRED QUALIFICATIONS:
Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described. A typical way to qualify would be a bachelor's degree in emergency management, public safety, public administration in a related field and at least three (3) years of disaster and emergency planning experience. SPECIAL REQUIREMENTS OR LICENSES:

Class C driver's license valid in the State of Oregon.

HazMat Operations Certification and Incident Command Series Certification preferred, or ability to obtain within approximately 12 months of employment.

WORKING CONDITIONS:

The position requires some (40-60%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects.

Continuous (81% of the time) use of office equipment.
- The position requires little (0-5%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work are not difficult, and only require a usual degree of agility and hand eye coordination.

The work environment is usually well-protected, with minimal hazards or obstacles (5-20%). Due to the nature of this position, there is some element of personal risk or hazard. Job conditions are usually comfortable, with minimal (5-20%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Position may have minimal responsibility for driving.

Applicants must live within approximately 1 hour drive of McMinnville in normal driving conditions. This is a hybrid position at 20 hours a week.
SUPERVISORY RESPONSIBILITIES:
Supervision of others is not a typical function assigned to this position. May provide training and orientation to newly assigned personnel and may assign work to student workers.
SUPERVISION RECEIVED:
Works under the general direction of the Public Works Director.
