Revenue Accounting Director is responsible for the development and direction of revenue cycle management operations for the organization that optimize the patient financial interaction along the care continuum. Develops strategies to optimize operations and to ensure sufficient cash flow. Being a Revenue Accounting Director establishes targets, policies, and internal controls that will drive improvements and efficiencies in overall service revenue capture and collection. Ensures compliance with regulatory requirements and responsiveness to changes in requirements.     WHAT IS THE TAX EXEMPT / GOVERNMENT ENTITIESDIVISION?

    Vacancies will be filled in the following specialty areas : Tax Exempt and Government Entities, Exempt Organizations and Government Entities, Government Entities, Indian Tribal Governments.

    The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

    • Receives assigned cases and conducts a pre-examination / compliance analysis of the filing history and other available data of the entity to develop the plan for conducting the examination, compliance contact or need for a team approach to identify the areas with the greatest potential for compliance initiatives.
    • Conducts compliance and outreach contacts, income, employment tax exams, cash transaction compliance reviews, of large Tribal Governmental entities and related enterprises with several operating subdivisions.

    These cases involve scrutiny of computerized accounting data; extensive research of tax laws, regulations, etc. to locate pertinent related precedents.

    Prepares a comprehensive report to the Indian Tribal governmental official on the results of the examination, or provides feedback of the results of the compliance contact.

    Identifies previously unknown potential areas of non-compliance requiring policy determinations, legal interpretations or law changes to promote voluntary compliance.

    Provides research data to the Outreach Planning and Review (OPR) Staff for trend analysis.

    Organizes and conducts examinations of other kinds of tax returns and special examinations, such as claims, collateral requests, withholding on non resident aliens, or potential fraud.

    Serves as a coordinator or member of a specialist team in Tax Exempt Bond, Exempt Organization large case, Federal State Local Government or other functional examinations.

    Coordinates the conduct of full compliance checks of Tribal Governments with several operating subdivisions potentially nationwide, to determine that all required returns such as Employment Tax, Information Return Reporting, Excise, or Employee Plans returns are filed.

    Identifies the need for related Income Tax, Tax Exempt Bond, or deferred compensation specialists to join the team and makes referrals to the appropriate function.

    Qualifications

    Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service.

    One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month / year, and indicate number of hours worked per week, on your resume.

    You must meet the following requirements by the closing date of this announcement :

    BASIC REQUIREMENTS All GRADES (ALSO MEETS GRADE 5 QUALIFICATIONS) :

    A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical / quantitative methods, computerized accounting or financial systems, financial management, or finance.

    A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above.

    Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year.

    SPECIALIZED EXPERIENCE : GS-13 LEVEL : You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

    • Specialized experience for this position includes : progressively responsible and diversified professional accounting or auditing work that required 1) knowledge of and experience applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities, applying accounting requirements and procedures relating to governmental entities ;
    • 2) experience interpreting and applying Federal tax law for individuals, business, and / or exempt organization, partnerships and corporations;
    • 3) knowledge of and experience interpreting business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition;
    • 4) knowledge of and experience analyzing corporate financial transactions and financial management principles and practices;
    • 5) experience should demonstrate a knowledge of Internal Revenue Code, regulations, procedures, published rulings, and court decisions as they relate to Indian Tribal Government matters and the policy governing examination procedures and processes relating to income tax, employment tax, excise tax, and information reporting;

    and 6) skill in interacting effectively with a broad range of individuals and in negotiating with specialists in accounting, legal, tax and other similar business-related professions.

    MEET TIME IN GRADE (TIG) REQUIREMENT : You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to.

    Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

    TIME AFTER COMPETITIVE APPOINTMENT : By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
