Revenue Accounting Director is responsible for the development and direction of revenue cycle management operations for the organization that optimize the patient financial interaction along the care continuum. Develops strategies to optimize operations and to ensure sufficient cash flow. Being a Revenue Accounting Director establishes targets, policies, and internal controls that will drive improvements and efficiencies in overall service revenue capture and collection. Ensures compliance with regulatory requirements and responsiveness to changes in requirements. Additionally, Revenue Accounting Director coordinates with stakeholders across the organization to drive optimal financial performance. Requires a bachelor's degree. May require Certified Public Accountant (CPA). Typically reports to the cfo or top management. The Revenue Accounting Director manages a departmental function within a broader corporate function. Develops major goals to support broad functional objectives. Approves policies developed within various sub-functions and departments.     The Department of Revenue's (DOR) Property Tax Division is looking for a Property and Acquisition Specialist 4 - Property Tax Appraisers within its Valuation and Real Property Team. These positions represent the agency in carrying out its statutory responsibility to conduct an annual property tax Ratio Study of real and personal property throughout the State of Washington.

    This position may be filled at the Property Acquisition Specialist 3 level with an in-training plan to the Property Acquisition Specialist 4 level:
    • Property Acquisition Specialist 3 Compensation: $4,723 - $6,349 per month.
    • Property Acquisition Specialist 4 Compensation: $5,008 - $6,838 per month.

    Duties

    The Property Tax Appraiser will plan, organize, and conduct appraisals to determine and certify the market value of specialized, complex, and diverse personal and/or real property, which is used in the annual DOR Ratio Study.

    A successful Property Tax Appraiser will:


    • Apply appropriate appraisal techniques to appraise improvements on leased or exempt land that would otherwise be considered real property.
    • Employ proper appraisal techniques to determine market value of residential, commercial, and agricultural properties.
    • Apply advanced technical knowledge when planning and conducting complex tasks for large-scale projects or programs.
    • Ratio Staff ensures that reports are technically correct, conform to DOR policy and standards, and comply with Uniform Standards of Professional Appraisal Practice (USPAP).
    • Real Property Appraisers regularly educate and inform fellow DOR employees, county assessor staff, tax practitioners, and the public in the areas of property taxation and valuation procedures.

    What is the Ratio Study?
    The Ratio Study is a comparison of county assessed values and the market value of properties. The results of this study are primarily used in the state levy computation for school funding, and for equalizing centrally assessed property values to ensure uniformity.

    Qualifications

    To join us at the PAS4 level ($5,008 - $6,838), you will possess:

    Five (5) years or more professional experience in any of the following:

    • Appraising real property.
    • Auditing and/or accounting.
    • A related business field such as selling, leasing, or buying real estate, or property management.
    Your professional experience outlined above must also include one or more of the following:
    • Familiarity with Uniform Standards of Professional Appraisal Practice (USAP).
    • Proficiency in determine market value (for real and/or personal property).
    • Auditing financial records.
    • Competence in property taxation and valuation procedures.
    OR

    Two (2) years of qualifying professional experience acquired in city, county and/or state government.

    Don't quite meet the Property Acquisition Specialist 4 (PAS4) qualifications, but think you might be a great fit on our team? No problem. We're willing to fill this position as an in-training from the Property Acquisition Specialist 3 (PAS3) level. This means you would have an assigned training plan which includes classroom and on the job training. Upon successful completion (usually about 24 months), you will promote to a PAS4.

    To qualify as a PA3 ($4,723 - $6,349) you will possess:

    Three (3) years or more professional experience in any of the following:
    • Appraising real property.
    • Auditing and/or accounting.
    • A related business field such as selling, leasing, or buying real estate, or property management.
    Your professional experience outlined above must also include one or more of the following:
    • Familiarity with Uniform Standards of Professional Appraisal Practice (USAP).
    • Proficiency in determine market value (for real and/or personal property).
    • Auditing financial records.
    • Competence in property taxation and valuation procedures.
    OR

    One (1) year of qualifying professional experience acquired in city, county and/or state government.

    A successful candidate must also possess:
    • Familiarity with Microsoft products such as Excel and Word.
    • Be able to communicate clearly and effectively, both verbally and in writing. Demonstrate openness and receptivity to giving and receiving information. Explain complex concepts using common, plain language so others can readily understand and grasp.
    • Be able to work both individually and as part of a team. Work cooperatively with others, be approachable, and contribute to group solutions through constructive feedback, ideas, and suggestions. Facilitate the open exchange of ideas and information.
    • Be able to plan, organize, and prioritize workloads. Devote adequate time and attention to individual assignments. Remain focused on tasks, working efficiently and handling interruptions appropriately.
