Revenue Accounting Manager supervises the staff and daily operations of an oil and gas revenue accounting department. Oversees processes for booking revenue, performing reconciliations, analysis, and calculating and distributing royalty checks. Being a Revenue Accounting Manager submits and prepares reports and filings that comply with applicable regulations and practices. Implements specialized oil and gas software to optimize accounting operations. Additionally, Revenue Accounting Manager possesses experience and knowledge of accounting practices that are specific to the oil and gas industry. Typically requires a bachelor's degree in accounting or equivalent. Typically reports to a manager. The Revenue Accounting Manager supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. To be a Revenue Accounting Manager typically requires 3-5 years experience in the related area as an individual contributor.     The Department of Revenue (DOR) is currently hiring a Program Manager for the Compliance Division, located in Tumwater, WA.

    Reporting to the Assistant Director, Compliance division, the Program Manager provides oversight for multiple programs and activities occurring in the four regions located throughout the state. Four Regional Compliance Managers, the Policy and Projects Manager, and a Management Analyst Team report directly to the Program Manager. Working alongside the Assistant Director, and through the division’s managers, the Program Manager oversees the work of the division’s 221 employees who collect delinquent taxes, investigate unregistered businesses and provide customer service at front counters throughout the state.

    Duties

    Oversight of the overall delinquent account collection strategy, tax discovery strategy, taxpayer service, and facilities management of all field offices and units in the division and directly manages WMS2 RCMs and other professional staff, to include:


    • Manage the overall day-to-day operations of the division in support of Compliance's cash commitment goals in accordance with established agency and division policies, procedures, and guidelines.
    • Act as a division or agency representative as needed with the public, other governmental representatives, and tax practitioners to address concerns or resolve issues.
    • Participate in the division’s management team to include offering input on policies and procedures, expenditures, resource allocation, and strategic planning.
    • Provide direction, supervision, and evaluation for all direct reports, and ensures that staff receive the same from their managers.
    • Lead or serve on special projects and teams.
    • Ensure completion of evaluations and documentation of staff performance throughout the performance period, writing probationary, trial, and annual performance and development plans for WMS2 managers and Management Analysts.
    • Resolve complaints, disputes, and constituent inquiries that arise from the enforcement of civil tax judgements.
    • Review and approve Orders of Execution and Search Warrants to seize taxpayer’s property.
    • Negotiate or approve settlements (closing agreements).
    • Monitors corrective action to improve employee performance or behavior and ensures consistency statewide.
    • Review and approve annual office audits of field locations to ensure compliance with principles of internal controls in conformance with requirements of Internal Audit, State Audit, State Treasurer, and Office of Financial Management.
    • May act as a designated Hearing Officer for brief adjudicative revocation proceedings within Compliance, and in special circumstances for other divisions.

    Qualifications


    This is a management position requiring a full working knowledge and utilization of management principles including staff supervision, motivation and coaching skills, project management, budgeting, long-range strategic planning, negotiation skills, oral and written communications, interviewing skills, quality/continuous improvement tools, and meeting management skills.

    The Program Manager must be able to interpret and articulate tax laws, decisions, legal opinions, and agency policies/procedures to employees, customers, legislators, tax practitioners, and the general public. Must understand the requirements and processes of the Administrative Procedures Act, the laws applicable to Orders of Execution, the laws and rules applicable to specialty programs such as Federal Bankruptcy Code and associated practices, or technical systems such as the data warehouse.

    Interpret and apply civil service rules, the collective bargaining agreement, and other agency policies in the management and direction of staff.

    The Program Manager must be able to analyze the impact of new or changing legislation, policies, procedures and operating standards on field operations measured against the potential benefit of the proposal for the division and/or agency.

    Bachelor’s degree in business or public administration, accounting, communications, finance, economics, criminal justice, political science, law, sociology, or psychology.

    A minimum of five years management experience and tax administration and/or experience with DOR rules and laws.
