Revenue Accounting Manager supervises the staff and daily operations of an oil and gas revenue accounting department. Oversees processes for booking revenue, performing reconciliations, analysis, and calculating and distributing royalty checks. Being a Revenue Accounting Manager submits and prepares reports and filings that comply with applicable regulations and practices. Implements specialized oil and gas software to optimize accounting operations. Additionally, Revenue Accounting Manager possesses experience and knowledge of accounting practices that are specific to the oil and gas industry. Typically requires a bachelor's degree in accounting or equivalent. Typically reports to a manager. The Revenue Accounting Manager supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. To be a Revenue Accounting Manager typically requires 3-5 years experience in the related area as an individual contributor.     Monthly: $10,368.67 - $10,914.39 - $11,488.83 - $12,093.50 - $12,730.00 - $13,400.00
    Annually: $124,424.04 - $130,972.68 - $137,865.96 - $145,122.00 - $152,760.00 - $160,800.00

    FUTURE SALARY INCREASES:

    • Effective 7/1/2024, 3% Cost of Living Adjustment
    • Effective 7/1/2025, 3% Cost of Living Adjustment

    INCENTIVES FOR NEW EMPLOYEES:

    • Sign on Bonus - $2,000
    • 40 hours of sick leave for immediate use

    Under general direction of the Assistant Chief Financial Officer (ACFO) and Chief Financial Officer (CFO), plans, organizes, coordinates, and administers the work of the Accounting division of the Administrative Services Department, including accounting, accounts receivable, accounts payable and internal and external auditing functions; performs complex financial analysis and other professional accounting work to ensure regulatory compliance with governmental accounting standards; provides accounting expertise to City departments; responsible for the overall financial and accounting reporting of the City; manages the effective use of department resources to improve organizational productivity and customer services;  coordinates assigned activities with other divisions, other agencies, and general public; provides highly complex and responsible support to the ACFO in areas of expertise; performs related duties as assigned. This class is a division head responsible for municipal accounting procedures and records in the areas of accounts payable, revenue, general ledger and grant program accounting, encumbrance, expenditure and appropriation accounting and general obligation, revenue bond and sale/lease financial records.  The incumbent performs accounting and analysis work of a complex nature to assess long-range financial and accounting planning problems and ensure accurate reporting of the City’s financial position, in addition to supervising professional and office support staff. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines.  This class also supports the City's cash management function, including investments, banking and banking relationships, debt service administration, and cash flow analysis and administration.  This class is distinguished from the ACFO in that the latter has overall management responsibility over the Accounting, Revenue Services, Business Services, and Debt/Treasury Units. Knowledge of:
     
    • Principles and practices of public agency financial management including general fund and governmental accounting, auditing, and reporting functions as well as Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB);  
    • Principles and practices of business data processing as related to the processing of accounting information and the interpretation of input/output documents;
    • Administrative principles and methods, including goal setting, program development and implementation, and budgeting;
    • Principles and practices of leadership, motivation, team building and conflict resolution;
    • Pertinent local, State and Federal rules, regulations and laws;
    • Principles and practices of organizational analysis and management;
    • Modern office practices, methods, and computer equipment including relevant software programs;
    • Oral and written communication skills; business English including vocabulary, spelling, and correct grammatical usage and punctuation; and
    • Safe work practices.
     
    Skill in:
     
    • Organizing and directing Accounting division operations, ensuring compliance with City policies and procedures, local, State and Federal laws and regulations;
    • Planning, organizing, administering, reviewing, and evaluating accounting and related activities;
    • Reviewing and verifying the accuracy of financial data and information, and associated legal documents;
    • Analyzing, evaluating, and reconciling complex financial data to arrive at accurate conclusions and recommendations;
    • Performing accurate arithmetic calculations;
    • Recommending improved accounting methods and procedures;
    • Interpreting complex financial rules, regulations and ordinances;
    • Developing and implementing, and interpreting goals, objectives, policies, procedures, and management controls;
    • Exercising sound, independent judgment within established policy guidelines;
    • Selecting, training, motivating, and evaluating assigned staff;
    • Preparing clear and concise reports, correspondence and other written materials;
    • Contributing effectively to the accomplishments of City goals, objectives and activities;
    • Interpreting and applying City and department policies, procedures, rules and regulations;
    • Reading, writing, and comprehending the English language at a level necessary for effective job performance exercising correct English usage, vocabulary, spelling, grammar and punctuation;
    • Communicating effectively, tactfully, and positively in both oral and written form;
    • Operating and using modern office equipment and technology, including computers and applicable software; and
    • Establishing and maintaining effective working relationships with those contacted in the course of work.
