    POSITION DESCRIPTION: Participate in the Level II Right of Way Specialist Training Program.

     

    Provides property management assistance for project/parcel assignments including the preparation of lease agreements and conveyance documents as they relate to surplus and temporary surplus property. Interpret, communicate, and apply right of way policies and procedures. Conduct inspections of leased and project related parcels. Assist with data entry into the Right of Way Management System (RWMS).

     

    Coordinate with Relocation Unit as to final relocation plans and timeline and assess how it may impact final clearing of right of way for project certification. Assist in addressing and resolving issues. Assist in the identification and clearing of encroachments in the right of way and with the process of demolishing improvements.

     

    Participate in Quality Control Reviews; ensure conformance with applicable laws, rules, regulations, policies, and procedures; ensure data is entered into the Right of Way Management System (RWMS) and all related systems used by our department.

     

    Assist with public records requests and related inquiries. Ensure conformance with applicable laws, rules, regulations, policies, and procedures.

     

    Attend public meetings/hearings and workshops, and similar forums.

     

    Coordinate with other offices to address and resolve issues. Assist in the development of policies and procedures.

     

    KNOWLEDGE, SKILLS AND ABILITIES:

    Skilled in effective written and oral communications. Skilled in the use of personal computers, including a working knowledge of word processing and spreadsheet software.  Ability to learn Florida state and local real estate laws and regulations, and real estate appraisal and finance principles and practices. Ability to maintain excellent interpersonal relationships. Ability to analyze, interpret, and implement appropriate statutory and procedure requirements. Ability to effectively plan, organize, and work independently. Ability to make decisions and meet deadlines.

    OTHER JOB RELATED REQUIREMENTS: This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller’s rules and Department of Transportation’s invoice processing and warrant distribution procedures.  This position will be required to respond before, during and following emergency situations.

     

    MINIMUM QUALIFICATIONS: A Bachelor’s Degree from an accredited college of university, or an associate’s degree from an accredited college or university and tow (2) years or real estate/other related business experience, or a High School Diploma or its equivalent and four (4) years of real estate/other related business experience.

     

    As a CANDIDATE, you may be required to provide documentation (i.e. HIGH SCHOOL DIPLOMA OR EQUIVALENCY, college transcripts, ETC.) to verify meeting these Minimum Qualifications.
