    Job Description
    The purpose of the position is to serve as the lead position on researching real estate information on large projects and handling more complicated legal situations. The position is responsible for training less experienced agents, handling the more complicated acquisitions and condemnations, preparing and maintaining project documents, and researching and preparing complicated financial documents. The position works within broad policy and organizational guidelines; independently plans and implements projects; reports progress of major activities through periodic conferences and meetings.

    TYPICAL TASKS
    • Reviews project plans and acquisition plats to ensure all required information is correct and in the proper format.
    • Prepares estimates of value to determine Title Reporting requirements based on the estimate.
    • Interprets and processes legal documents and deeds.
    • Prepares and presents offers to landowners for the acquisition of private property for City purposes.
    • Coordinates payments to landowners.
    • Works with engineering and other City departments in responding to landowners’ questions/concerns regarding acquisitions.
    • Interprets land value appraisals performed by others.
    • Works with the City Attorney’s Office to ensure all agreements and deeds are properly prepared, executed and recorded.
    • Performs other related duties as assigned

    Required Qualifications
    VOCATIONAL/EDUCATIONAL REQUIREMENT:
    Requires high school diploma or GED/HSE and any combination of education and experience equivalent to satisfactory completion of one year of college education in real estate or a closely related field.

    SPECIAL CERTIFICATIONS AND LICENSES:
    Requires a valid driver’s license and a driving record that is in compliance with City’s Driving Standards. Requires an International Right of Way Association (IRWA) Certification of Right of Way Professional (RWP) or equivalent certification in the field.

    EXPERIENCE REQUIREMENT:
    In additional to satisfying the vocational/educational standard, this class requires a minimum of five years of experience as a Right of Way Agent or a closely related field such as Real Estate Acquisition, Real Estate Law or Appraisal.

    SPECIAL REQUIREMENTS:
    Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or citywide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
