Right of Way Manager oversees the organization's operations and activities regarding the need for additional land or office space. Researches, negotiates and elects to purchase short- and long-term lease of land agreements and right of way for construction that meet the organization's goals. Being a Right of Way Manager oversees all land related legal issues, including transfers of titles and deeds, construction, mortgage concerns, and zoning. Makes resolutions and other legal forms related to land acquisitions. Additionally, Right of Way Manager may require a bachelor's degree. Typically reports to a head of a unit/department. The Right of Way Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. Extensive knowledge of department processes.   • This is administrative and technical office and field work supervising and coordinating all right-of-way acquisitions and surplus property activities for Lancaster County.

    Work involves coordinating departmental requirements for right-of-way acquisition with design and construction engineers; confirming property ownership in relation to right-of-way acquisition; ensuring right-of-way guidelines are followed as required by Nebraska Law and the Federal Highway Administration. Work also involves direct negotiation with property owners; performing appraisal reviews and recommending plan changes which affect right-of-way requirements.

    Desired:  Possession of a valid Real Estate Salesperson or Broker License, or a Nebraska Real Estate Appraiser License issued by the State of Nebraska.

    Qualifications:  High school graduate or equivalent supplemented by college-level coursework in real estate appraisal, real estate law, business or public administration, engineering, or related field; and experience in the sale and/or acquisition of real estate; or any equivalent combination of training and experience.

    Necessary Special Requirement:  Possession of a valid driver's license when operating a motor vehicle is required in the performance of assigned duties.
