    POSITION DESCRIPTION: Direct the District Right of Way program, including appraisal, appraisal review, acquisition, relocation, property management, records management, and management support functions. Direct the District Right of Way Work Program and operating budget. Review and approve all project certifications. Manage employees including planning, organizing, coordinating, and scheduling assigned work for employees. Participate in applicant selection and hiring process. Provide employee orientation and training and prepare employee performance evaluations.


    Ensure conformance with applicable laws, rules, regulations, policies, and procedures. Assist in the development of policies and procedures. Make policy decisions relative to right of way for Turnpike, including final approval of administrative increases used in negotiations. Has responsibility for approving just compensation. Has final Department authority on all settlements and fees.


    Oversee the assignment of the Department's client representative. Coordinate with General Counsel and Eminent Domain attorneys and give approval on all final judgments, stipulated settlements and fees involved in the eminent domain process. Provide expert support necessary for trial attorneys.


    Maintain effective professional relationships with other government officials and the general public. Liaison with Federal Highway Administration, other state agencies, and other state jurisdictions relating to right of way.


    Maintain inventory of all Department properties and handle disposal or disposition of such properties.


    Assists the District Title VI Coordinator in monitoring and reporting the Department's compliance with Title VI and related statutes.


    KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of applicable Federal and State laws and Department procedures; Knowledge of real estate, appraisal and eminent domain principles and practices; Knowledge of computerized systems and right of way management system; Knowledge of management principles and practices; Ability to supervise people; Ability to formulate policies and procedures; Ability to organize work assignments to meet production requirements; Ability to map, analyze and monitor right of way processes; Ability to effectively communicate; Ability to assess budgetary needs.
