Inspector/Risk Based Inspection (RBI) Analyst

    About you and this role

    You will provide inspection expertise to manage the sustainability of the Risk Based Inspection (RBI) Program at St. Charles Operations (SCO). SCO is in the process of implementing RBI on all fixed equipment and piping.  You will provide technical support for the migration of remaining assets to the RBI program and to manage daily program sustainability.  You will be the main subject matter expert for Risk Based Inspections for the site.  After all assets have migrated to the RBI program, this role may take on additional responsibilities as the Unit Assessment Inspector supporting one or more operating units. You should have good working knowledge of inspection and repair techniques and be able to evaluate inspection reports to determine the condition and remaining life of equipment.  If you do not have American Petroleum Institute (API) Certification 580, you will be expected to gain that certification within a year of hire.  You will be part of the Fixed Asset Integrity Team aligned to the Technical Expertise and Support Organization.

    Responsibilities

    • Serve as subject matter expert for Risk Based Inspections on site.
    • Perform equipment level risk analyses in the GE APM RBI Software each time an inspection is performed or a change is made to equipment.
    • Confirm that the inspection plans follow the company strategies and procedures and meet the local jurisdiction requirements.
    • Assess inspection reports to determine effectiveness of inspections and necessary next inspection due dates based on condition of assets, to maintain code and Dow Mechanical Integrity requirements.
    • Ensure that inspection data collection is accurate, is reviewed by the appropriate SME, and is properly entered into the RBI software.
    • Review and approve inspection deferral requests for all assets on the RBI program.
    • Approve the use of NDE techniques that are not described in the RBI program Inspection Effectiveness Tables, engaging appropriate SMEs as needed.
    • Model new equipment in RBI software.
    • Manage the corrosion study process and documentation.
    • Maintain knowledge of special inspection plan cases that are not automated by RBI software and ensure any additional requirements and scopes are included in Inspection Plans.
    • Partner with Fixed Asset Integrity Engineer and the Dow Engineering Team in Chennia, India, to support remaining plant RBI Implementations.
    • Own and maintain RBI Work Processes and Procedures for St. Charles Operations.
    • Follow Dow and API Inspection Procedures, Processes, and communicating opportunities for improvement.
    • Follow applicable Maintenance work processes and help resolve issues involved in planning and scheduling inspections.
    • Participate on all applicable Turnaround and Daily Plant Assessment Teams.
    • Provide technical expertise and communication to plant personnel on potential preventative maintenance recommendations or repair scope based on past and present inspection findings.
    • Compile, review, and approve mechanical integrity system required documentation.
    • Must have the ability to communicate orally and in a written format to others (craftsmen, technicians, engineers, equipment owners, and upper management at Dow sites and vendor shops). i.e. Technical Reports documenting equipment conditions.
    • Integrity with attention to detail and must follow processes.
    • Provide Technical observations and recommendations for maintaining compliance to the mechanical integrity program requirements and safe and reliable operations.

    Qualifications

    • A minimum of a High School Diploma or GED equivalent.
    • A minimum of 1 American Petroleum Institute Certification (API 510, 653, 570).
    • Working knowledge of API RBI Recommended Practices (API 580, 581).
    • A minimum of 5 or more years of experience with American Society of Mechanical Engineers/API Codes and Standards.
    • A minimum of 5 or more years of experience in Inspection/Non-Destructive Testing.
    • Must be willing and able to work overtime as needed.
    • A minimum requirement for this U.S. based position is the ability to work legally in the United States.  No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.

    Physical Requirements

    Able to meet the following physical demands of the job, with or without reasonable accommodations:

    • Work at heights, climb stairs and ladders.
    • Work in tight and closed in spaces.
    • Wear all required personal protective equipment, including but not limited to respirator.
    • Work in an area of intense or continuous noise.
    • Work in an area with hazardous materials
    • Possess a certain degree of manual dexterity.

    Preferred Qualifications

    • American Petroleum Institute Certification API 580 or API 581.
    • 2 or more American Petroleum Institute Certifications (API 510, 653, 570).
    • NDT Level II Radiography Testing, Magnetic Particle Testing, Penetrant Testing, Visual Testing, Ultrasonic Testing or Certified Welding Inspector CWI.
    • 10 or more years of experience in Inspection/Non-Destructive Testing.

    Preferred Skills

    • Have basic computer/workstation skills.
    • Proficient in Microsoft Word, Excel, and Outlook. 
    • Knowledgeable in Electronic Maintenance Management and Inspection Management Software (e.g. SAP, GE APM, etc.).
    • Knowledgeable and able to identify potential damage mechanisms based on equipment’s material of construction and process conditions.
    • Self-motivated.
    • Willing to work and contribute in a team-based environment.
    • Interpersonal Effectiveness and Teamwork.
    • Ability to coordinate numerous activities with conflicting priorities.
    • Self-motivated and able to work under limited supervision.
