    ABOUT THE JOB:
    As a member of the Risk Management Department, the Risk Management Analyst is responsible for the adjustment of all third party claims covered under the BHA's self-insured General Liability program and the management of all Automobile and Property Damage claims covered under the BHA's risk transfer programs. The Risk Management Analyst also assists the Director of Risk Management in the formulation/implementation of related loss prevention/control strategies. The position reports to the Director of Risk Management.

    Duties & Responsibilities:

    • Investigates/analyzes all incidents which may give rise to claims covered under the BHA's self-insured General Liability program and/or its Automobile and Property Damage risk transfer programs.

    • Analyzes insurance policies and determines applicability of coverage as may be provided by such programs.

    • Analyzes lease agreements, property management agreements, service provider agreements, certificates of insurance and other contracts/documents to determine the potential for contractual transfer of loss to third parties.

    • General Liability Claims Management:

    • Investigates/analyzes all third party Bodily Injury/Property Damage claims and conducts onsite investigation/analysis activities at public housing developments and other locations throughout the city of Boston and immediate region. Heavy direct interface with third party claimants and/or their attorneys.

    • Evaluates potential legal liability and assesses alleged damages associated with third party Bodily Injury/Property Damage claims. Makes defense/resolution strategy recommendations to the Director of Risk Management.

    • Under direction of the Director of Risk Management, negotiates claim resolutions directly with claimants and/or attorneys as appropriate in non-litigated matters and manages outside defense counsel in accordance with agreed defense/resolution strategies in litigated matters.

    • Prepares draft responses to interrogatories and other information demands, assists in securing/preparing defense witnesses, and monitors depositions/ court proceedings in person.

    • Establishes/adjusts individual claim reserves as required in central database.

    • Property Claims Management:

    • Investigates/analyzes all incidents involving damage to, or loss of, BHA-owned real/personal property. Conducts onsite analysis of loss cause and assessment of damage/loss.

    • Reports incidents to insurer and manages claim collection process. Compiles documentation of repairs, replacements, lost revenues, and/or related expenses and prepares final Proof of Loss for submission to insurer. Heavy direct interface with BHA operations staff and insurance company claims representatives.

    • Automobile Claims Management:

    • Investigates/analyzes all automobile accidents involving BHA-owned vehicles. Reports accidents to insurer and follows with insurer to monitor the third party claims resolution process. Manages claim collection process in connection with damage to or loss of BHA-owned vehicles. Pursues claim recovery from BHA's insurer or third parties as applicable.

    • Tracks status information on all claims in a centralized database. Analyzes and summarizes loss data, identifies cause drivers/trends and works with the Director of Risk Management to formulate strategies to reduce the overall cost of such losses.

    • Responsible for statutory reporting of payments made under self-insured General Liability program, pursuant to the Medicare, Medicaid and SCHIP Extension Act of 2007.

    • Manages BHA-approved driver database and fleet reporting requirements associated with the Automobile insurance program.

    • Assumes some level of responsibility for the continuity of BHA Workers Compensation claims processes in a capacity.

    • Assists the Director of Risk Management in the preparation of RFP's and other activities in support of the BHA's insurance program procurement processes as necessary.

    • Assumes responsibility for the administration of other (i.e. non-GUPD/Auto) insurance/risk management programs and projects as assigned by the Director of Risk Management.

    • Continuously reviews the efficiency and efficacy of all aforementioned processes, functions, and responsibilities and recommends/implements improvements as necessary.

    Minimum Qualifications & Experience: A Bachelor's degree in Business Administration or a related field required. Minimum 5-7 years of experience in commercial property and casualty claims handling and automobile claims handling. ARM or AIC designation is a plus. Excellent time management, critical thinking, conflict management and verbal/written communication skills. Excellent computer skills and analytical skills. Proficient with Microsoft Office programs. Self-motivated and able to work independently in a fast-paced environment with minimal supervision. Strong interpersonal skills and ability to effectively interact and partner with all levels of staff, including various field-level staff, executive and management personnel and external partners. Exercises good judgment and responsibly handles confidential information. Must demonstrate exceptional organizational skills and strong attention to detail. Ability to effectively prioritize work and meet deadlines is essential
