Safety Director directs, develops, and oversees the general health and safety policies and procedures of the organization. Ensures the workplace is in compliance with OSHA and other state, local, or industry specific regulations and that periodic safety audits are conducted. Being a Safety Director provides programs that ensure a safe workplace including safety orientations, skill training, emergency preparedness, proper job instruction, hazardous material disposal procedures, and the use of protective equipment. Develops a systemic process to collect data and analyze the causes of accidents and generate required reporting. Additionally, Safety Director implements initiatives to reduce and prevent accidents, occupational illnesses, and exposure to long-term health hazards. Requires a bachelor's degree. Typically reports to top management. The Safety Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. To be a Safety Director typically requires 5+ years of managerial experience.     Job Summary: This position develops, implements, manages, and evaluates District-wide safety, security, emergency preparedness and response.

    Duties and Responsibilities:

    This list of essential functions is not exhaustive and may be supplemented as necessary.

    • Manages the District’s security program to ensure the safety of students, staff, and the community. Evaluates practices, assesses needs, and plans, develops, implements, monitors, and communicates a comprehensive program for ensuring the security of all District facilities and the safety of District staff and students. Reviews and analyzes reports of security incidents to assess needs. Determines allocation of security resources. Provides leadership in resolving security problems or concerns. Acts as District liaison with local police and fire agencies.
    • Identifies safety and security risk exposure areas and develops and implements responses and solutions to identify risks and exposures. Develops and recommends related procedures.
    • Acts as primary liaison with Capital Projects planning and project management staff in the planning and implementation of the district’s capital plan for building security. Ensures the integration of facility upgrades with the district’s overall security goals and commitments. Provides expertise, coherence, and direction to ensure satisfactory project outcomes. Acts as primary communication channel between project staff, contractors, and District leadership.
    • Develops emergency response and preparedness, and safety training plans and materials, or contracts with training providers, to ensure comprehensive staff and student exposure best practices related to maintaining secure facilities and responding effectively and appropriately to emergencies. Aligns training and educational programs with the district’s overall security plan and its instructional program.
    • Manages all crisis coordination planning, development, implementation, and yearly review as well as assuring all schools meet state requirements for emergency drills. Oversees risk and vulnerability assessments, threat assessments, school crisis response development and implementation, and building alarm systems.
    • Serves as district emergency preparedness chairperson and coordinates emergency plan updates with all school district sites and local emergency preparedness agencies/partners. Assists with the District’s threat assessment process.
    • Hires, supervises, and evaluates safety and security staff. Develops and implements training programs of assigned staff in collaboration with local law enforcement jurisdictions. Directs preventative and post-incident activities such as surveillance and investigation. Coordinates with other District staff and local police on investigation of crimes involving District property.
    • Manages the School Resource Officer (SRO) program. Monitors the SRO budget and the services provided; monitors contract compliance and approves contract payments. Coordinates with school administrators regarding SRO assignments and services.
    • Maintains district safety policies, handbooks, and plans. Ensures compliance with all safety committee regulations. Oversees and monitors activities of building-level safety committees.
    • Oversees the maintenance of current Material Safety Data Sheets. Coordinates with other District staff to ensure staff that use hazardous materials receive current data sheets specifying the proper use, storage, and disposal of hazardous materials. Provides guidance to staff regarding safety issues, including environmental/chemical hygiene concerns. Coordinates with other District staff to resolve problems or concerns.
    • Assists in accident investigation as needed and reviews student incident/accident reports and other loss reports/claims, recommending corrective action as needed. Ensures follow-up on corrective action.
    • Assures compliance with OSHA and WISHA regulations, fire protection codes, and insurance provider requirements. Coordinates with other District leadership to ensure corrective action.
    • Represents the District on security and safety issues with regional and state agencies; serves on District committees; researches best practices and innovations in safety, security, and emergency response; maintains knowledge and awareness of current events.
    • Performs related duties consistent with scope and intent of assignment.

    Reporting Relationship: Reports to the Deputy Superintendent; supervises security staff

    Working Conditions: Works in an office environment and at multiple buildings; requires occasional exposure to visual display terminal; requires dexterity and precision to operate computer; experiences interruptions from telephone and office visitors. Work requires the ability to deal with angry or distraught individuals. Work requires the ability to operate a motor vehicle to travel between work sites. Work also requires inspection of facilities, which can include climbing ladders, working in confined spaces and high places, bending, stooping, walking, and standing for prolonged periods, and working in inclement weather. The individual in this position will need to respond at all hours to emergent situations.

    Minimum Qualifications: Prior managerial experience overseeing safety and security in a large, multiple-facility organization, preferably in an educational setting. Prior law enforcement, criminal justice, safety, or security experience in a large, complex organization. B.A or B.S. in a related field strongly preferred.

    Knowledge of current best practices related to security management and threat assessment involving complex, multi-site organizations. Knowledge of laws and regulations governing student and employee health and safety, including OSHA, WISHA, HAZMAT, and Disaster Preparedness. Knowledge of accident and injury prevention, reduction, and mitigation techniques and procedures. Knowledge of the principals and practices of management and supervision. Ability to plan and organize, including the development of system-wide security plans. Ability to develop procedures related to area of responsibility. Ability to compile, analyze, utilize, and present data and statistics on safety and security issues. Ability to listen effectively to a variety of stakeholders and develop durable and effective solutions to issues and problems. Ability to read, analyze, and interpret complex documents. Ability to communicate effectively both orally and in writing. Ability to work effectively with others to build consensus, resolve conflicts and problems, and function as a team member. Ability to use good judgment and remain calm in emotionally charged situations. Ability to maintain confidentiality. Ability to use word processing, spreadsheet, and database software programs effectively and learn new application software as needed.

    Valid driver’s license and acceptable driving record; ability to travel between facilities.

    Salary: Non-represented Administrator (NNRAP-AD), Level D; placement on the salary schedule will be determined by Human Resources DOE; additional stipend for MA or PhD/EdD degree. FLSA Exempt.

    Work Year: 12 month position, 260 days per year, 8.0 hours per day.

    Benefits: Washington state health insurance coverage (SEBB) and a Washington state retirement package, for eligible positions. Generally, you are eligible for SEBB benefits if you are anticipated to work at least 630 hours per school year (September 1 through August 31).
