We are looking for talented individual with data expertise to oversee prevention and health promotion research and evaluation efforts related to HCA DBHR efforts. This person will also manage large contracts and act as a subject matter expert to HCA partners and government officials. About the division:
The Division of Behavioral Health and Recovery (DBHR) within the Health Care Authority provides support for substance use disorder, mental health, and problem gambling services. The substance use disorder prevention and treatment programs promote strategies that support healthy lifestyles by preventing the misuse of alcohol, tobacco, and other drugs, and support recovery from substance use disorder (SUD).
About the position:
The Prevention Research and Evaluation Manager is responsible to manage data and research related to substance use disorder prevention and mental health promotion and to support statewide policy, program, and budget decisions for the Substance Use Disorder Prevention and Mental Health Promotion Section. This position leads and directs evaluation, related program reporting and research for the SUD Prevention and MH Promotion Section.
This position is responsible for providing comprehensive SUD prevention evaluation and research and support for the programming, service delivery, and policy decisions of the SUD Prevention and MH Promotion Section. This includes planning, contract management, coordination among contractors, consultants, and internal and external partners, conducting, analyzing, interpreting, and reporting the findings of advanced research investigations that inform service integrity, quality, and cross-system coordination related to SUD prevention, wellness, and early intervention and for children, adolescents, young adults and across the lifespan in the behavioral health system. Ongoing projects include research, program evaluation, and quality management for the prevention surveillance data determining and coordinating appropriate preventative measures based on findings; developing, monitoring, and reporting performance indicators; evaluating prevention outcomes; and developing, implementing, and improving methods for collecting and using relevant behavioral health data.
This position is eligible to telework but is frequently required to report on-site to meet business needs. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Required qualifications:
Master’s degree in a social science or statistics from an accredited university, with significant coursework and training in research methodology and data governance
AND
Two years professional experience conducting:

Data definitions in a service setting, data collection, analysis, and reporting out results in terms a layperson can understand.

Training in the principles of prevention evaluation and conducting applied research or evaluation in prevention or a related field.
OR
Bachelor’s degree and five years of experience in same relevant experience noted above.
Work experience must include successful performance at an increasingly challenging and accountable level, including:

Three years of direct experience managing, coordinating, and collecting health-related data for complex health systems

Experience with statistical analysis and principles of biostatistics

Demonstrated ability to effectively use good judgment and professional knowledge in complex situations
-
Demonstrated organizational skills
-
Demonstrated leadership and management skills and abilities, including independent problem solving, decision-making, strategic planning ability, conflict resolution, time management, and excellent oral and written skills

Demonstrated ability to effectively lead multidisciplinary work teams on data-based information projects
-
Demonstrated ability to communicate and comprehend (through oral and written forms of
-
communication) with management, peers, clients, and the public in a professional and respectful manner
Preferred qualifications:
-
A Ph.D. in a social science or statistics from an accredited university, with significant coursework and training in research methodology and data governance

Experience with any of the following statistical software: SaaS, SQL, R, Stata, SPSS, or Tableau.

Experience analyzing legislation
-
Experience with quality management and performance improvement principles and concepts, including LEAN and CQIP

Experience with statistical analysis

Knowledge of HCA policies, WAC’s, and RCW’s
