Sales Administration Director develops and directs the sales data analysis function to deliver reporting and tools to sales teams and management that ensure effective sales execution and the achievement of growth objectives. Deploys CRM and other systems to manage customer and activity data. Being a Sales Administration Director develops monitoring and methodologies to analyze sales metrics and to provide insights, support decisions, and highlight areas for process improvement. Directs research efforts to understand market conditions and competitors. Additionally, Sales Administration Director may enable training activities that will ensure sales teams understand and effectively utilize systems and reporting resources. Requires a bachelor's degree. Typically reports to senior management. The Sales Administration Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Sales Administration Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     CSS serves as the designated Health Information Exchange (HIE) for Maryland and Washington, D.C., with affiliates in West Virginia, Connecticut, Alaska, and Virginia. CSS facilitates the electronic transfer of clinical information between disparate information systems to positively impact the healthcare system through improved patient care and outcomes, reduced costs, and data-driven understanding of regional public health concerns.


    The Director of Program Administration (the Director) will report to the Maryland Executive Director and will lead the operations of routine functions for all Program Administration services. The Director will be responsible for the necessary infrastructure to support the objectives of Maryland’s Total Cost of Care Model. They will have strategic oversight over all Program Administration efforts in support of HSCRC programs such as Care Redesign, Care Transformation Initiatives (CTIs), Regional Partnership as well as other state programs such as MDPCP and eCQM. They will provide strategic guidance to CRISP communications strategy, and provide executive direction to the development, operations, and growth of the CRISP Learning System.

    Essential Duties and Responsibilities 

    The Director of Program Administration role will entail the following items, as well as other duties as assigned.

    • Serve as lead for all major Maryland program administration initiatives
    • Effectively manage a team responsible for delivery of business intelligence, data analysis, reporting solutions, system integration, and program administration support
    • Manage development of standard reporting solutions for use by key program stakeholders
    • Respond to frequent demands of multiple customers (internal and external)
    • Interface with multiple Lines of Business across the organization and effectively manage projects and expectations
    • Define and acquire needed subject matter expertise (data scientist, business intelligence, data management, etc.), negotiate appropriate legal agreements, and manage outcomes
    • Work with team to define actionable solutions
    • Collaborate with leadership to develop measurement strategies, track, report, and analyze the success of program
    • Support Care Redesign Program administration and the Total Cost of Care Model with appropriate reporting tools, analytical support, user outreach, and Learning System efforts
    • Manage external contractor statements of work while remaining within budget

    Supervisory Responsibilities 

    CRISP Program Administration teams including program managers, program analysts, and several external vendors


    Qualifications

    • Outstanding organizational and interpersonal skills with all levels in the organization
    • Strong ability in quantitative and qualitative analysis
    • Familiarity with web-based tools and other reporting tools, data mining skills a plus
    • Strong presentation skills
    • Strong leadership, management and team-building skills
    • Possession and demonstration of high energy, flexibility, creativity and good judgment
    • Ability to communicate effectively, both verbal and written
    • Significant project management experience
    • HIT or EHR implementation experience, including contract negotiations
    • Ability to evaluate and solve complex problems and issues
    • Familiarity with Maryland healthcare industry and key stakeholders preferred
    • Skilled and knowledgeable in relationship management and communication with key executives/stakeholders

    Education and/or Experience

    • Bachelor degree required. MBA or other Master’s Degree required
    • A minimum of 5 years of experience in a healthcare/health IT setting with demonstrated leadership. HIE experience preferred. Experience managing dynamic staff levels
    • 2-4 years of team leadership experience
