Sales Administration Director develops and directs the sales data analysis function to deliver reporting and tools to sales teams and management that ensure effective sales execution and the achievement of growth objectives. Deploys CRM and other systems to manage customer and activity data. Being a Sales Administration Director develops monitoring and methodologies to analyze sales metrics and to provide insights, support decisions, and highlight areas for process improvement. Directs research efforts to understand market conditions and competitors. Additionally, Sales Administration Director may enable training activities that will ensure sales teams understand and effectively utilize systems and reporting resources. Requires a bachelor's degree. Typically reports to senior management. The Sales Administration Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Sales Administration Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Are you looking to be part of an innovative team of professionals dedicated to promoting South Carolina farmers and agriculture?  The South Carolina Department of Agriculture is seeking a Director of Finance and Administration to serve as the lead fiscal manager for $31 million in funds and manage a team to ensure compliance of state regulations.  In this role, you will:

    • Supervise program area staff in accounting, finance, budget, procurement, fleet, facilities, and interagency mail.
    • Have the knowledge and ability to complete the financial tasks of subordinates and serve as a backup in the event of employee absence or emergency.
    • Manage the agency budget and cashflow, including general funds, other funds revenue, and grant funds in South Carolina Enterprise Information System (SCEIS).
    • Establish and maintain budget and cash for capital improvement projects.
    • Ensure Standard Operating Procedures (SOPs) are updated as a method of clear communication to users and to fully integrate processes for the sourcing, purchasing, and payment of goods and services.
    • Evaluate, implement, and monitor sufficient internal financial controls.
    • Prepare monthly agency budget reports for agency leadership.
    • Approve team workflow for budget transfers, journal entries, deposits, and payments.
    • Proactively engage with other state agencies on administrative and financial matters, such as the Comptroller General, State Treasurer, State Auditor, Insurance Reserve Fund, Department of Administration, and Executive Budget Office. 
    • Lead SCDA’s various audit engagements with the Office of State Auditor.
    • Supervise capital asset inventory and reconciliation of GASB 87 and 96 lease accounting.
    • Prepare, assist with, and/or review reports required by law and regulation, including but not limited to Annual Comprehensive Financial Reporting Packages, Fees and Fines Report, Other Funds Survey, Schedule of Expenditures of Federal Awards, Schedule of Federal Financial Assistance, Earmarked Appropriations Report, Real Property Data Management Report.  
    • Serve as a backup for entering and maintaining the agency’s annual budget request in the Executive Budget Office (EBO) Budget Development System (BDS).
    • Manage and guide staff who:
      • Manage the purchase card (p-card) program by setting up correct profiles, establishing spending limits, and auditing the (p-card) program administrator’s coding of expenditures.
      • Review SCDA’s insurance book and maintain appropriate coverage while making sound risk-management decisions.  
      • Coordinate the disposal of SCDA property and equipment, ensuring correct processes are followed.  
      • Audit accounts receivables and payables transactions for accuracy, appropriate documentation, and correct funding and general ledger codes.

    • A bachelor's degree in accounting, finance, business, or a related field and at least eight years’ professional experience in a related area, such as accounting, auditing, finance, or banking.   
    • An associate’s degree in accounting, business, or a related field and at least 10 years’ professional experience in accounting, auditing, finance or banking may be considered with an equivalency approval from the Division of State Human Resources.
    • Valid state driver's license and ability to operate a vehicle.
    • Prior experience with SCEIS or SAP systems.
    • Prior supervisory experience.
    • Certified Public Accountant or GFOA Certified Public Finance Officer (CPFO).
    • This position is based at the Wade Hampton building on the statehouse grounds and is not a remote position.  
    • Must be people oriented with strong management, oral and written communication skills.
    • Ability to establish and maintain good working relationships with internal and external customers. 
    • Requires superior ethical judgement and attention to detail. 
    • Ability to analyze and decipher financial reports to senior leadership and management.
    • Occasional in-state travel.
    • Ability to occasionally lift up to 25 lbs.
