Job Description
Under the general direction of the Director of Aviation, this position is responsible for planning and directing the daily administrative activities of the airport. This position is responsible for ensuring a fiscally efficient environment for airport users, tenants and employees. This position makes routine and complex decisions on a daily basis and has daily contact with other City departments, Federal and State Agencies and the private sector organizations/entities requiring tact and diplomacy.
Job Responsibilities
1. Supervises assigned staff to include monitoring of work assignments, providing training and coaching as well as issuing corrective action when necessary.
2. Directs the day-to-day administrative and fiscal activities of the Airport. Establishes procedures to ensure efficient utilization of the Department's administrative resources. Coordinates with other departments within the City organization to ensure operation and maintenance objectives are accomplished.
3. Participates in long-range Airport Capital planning and fiscal management under the supervision of the Director of Aviation. Plans and administers the City's and FAA' s Capital Improvement Plan with cooperation from the City's Finance and the FAA's Program Management Departments. Administers TxDOT's Routine Airport Maintenance Grants (RAMP) and submits reimbursements for all federal programs.
4. Maintains and administers the Airport's Disadvantaged Business Enterprise (DBE) program for contractors and concessionaires. Updates the DBE Plan as directed by the FAA and DOT. Assists the local Small Business Administration and the Minority Business opportunities in recruiting DBEs to bid on Airport projects and become certified with TxDOT. Develops procedures for monitoring compliance with these documents.
5. Maintains and administers the Airport's Title VI Civil Rights Program and also the Airport’s American Disability Act (ADA) Plan. Ensures compliance and updates plans with all pertinent Federal Aviation Administration (FAA) Regulations.
6. Maintains and administers the Airport's Certification Activity Tracking System (CATS) reports.
7. Maintains Passenger Facility Charge (PFC) program including reports and monitors collections. Assists in preparation of PFC applications or amendments and ensures compliance with PFC regulation.
8. Develops specifications and criteria necessary for Airport's Requests for Proposals (RFPs) or Requests for Qualifications (RFQs) for concessionaires, capital outlay items, and airport services. Conducts
Pre-Proposal meetings or said services.
9. Develops specifications for the acquisition of maintenance equipment services, and supplies associated with the operation and maintenance of the airfield and facilities.
10. Facilitates communication between Airport tenants and the City’s Department of Aviation.
11. Assists in preparing and developing the annual departmental budget. Monitors all accounts to ensure compliance with the budget’s constraints.
12. Performs other duties as assigned by the Director of Aviation. May represent airport management in the absence of the Director of Aviation.
Knowledge, Skills and Abilities
Minimum Requirements:
1. Job requires a Bachelor’s Degree from an accredited college or university in Finance, Aviation Management, Business Administration, or other related field.
2. Job requires a minimum of two (2) years of aviation related experience. Experience should be of similar jobs in the field and should include broad management skills.
3. Must possess a current, valid Texas Class C driver’s license.
4. Must be able to meet departmental goals, objectives, and project assignments effectively and efficiently.
5. Ability to read, analyze and interpret general business reports, financial data, legal documents and government regulations.
6. Ability to respond to inquiries or complaints from outside organizations, customers or citizens.
7. Ability to effectively present information and respond to questions from groups of managers, customers, and the public and management.
8. Must be customer-service oriented, have a customer friendly attitude and professional appearance at all times.
9. Must be capable of working in a fast-paced environment.
10. Must be able to effectively manage and supervise staff.
11. Must be able to communicate effectively, at all levels, both orally and in writing.
