Duties and Responsibilities include:
1. With the help of the Superintendent, prepares the monthly board agenda for the School Board meetings.
2. Attend meetings of the Northwestern Area School District Board of Education and keep true and complete records of all the proceedings of the Board and publishes such records as required by law.
3. Prepare and submit monthly report of the state of the district's finances to the Northwestern Area School District Board of Education.
4. Prepare the annual report of the district and other fiscal reports as required by the South Dakota Department of Education.
5. Prepare final District budget for Board review and approval in accordance with state law and District policy.
6. Supervise the management of the financial affairs of the district.
7. Issue all checks or warrants for payment of verified bills approved for payment by the Northwestern Area School District Board of Education.
8. Act as advisor to the Superintendent on all questions relating to the business and financial affairs of the district.
9. Act as custodian of funds for all District funds and supervises the collection, safekeeping, and distribution of all funds.
10. Ensure money belonging to the school is deposited in the designated bank depository or depositories daily.
11. Establish and supervise a program of accounting adequate to record in detail all money and credit transactions in accordance with generally accepted accounting principles.
12. Maintain a record of inventory and fixed asset items.
13. Maintain district records and make records available to the Board, the Department of Education, and members of the public as required by law.
14. Report tax levy requests to county auditors prior to October 1 annually.
15. Provide required documentation and cooperation to auditors for the purpose of conducting an annual audit of district accounts.
16. Act as payroll office for the district
17. Perform various human resources (HR) functions including onboarding new employees, enrolling employees in District benefit programs, and providing exit services for outgoing employees.
18. Act as District purchasing agent.
19. Assist with preparation and advertisement of bid specifications.
20. Act as Superintendent of Elections for all elections pertaining to school district matters.
21. Participate in the school community as a member of the team of administrators.
22. Perform other duties as assigned by the Board of Education or Superintendent including responsibilities relating to fiscal management of special education programs.
