    The City of La Habra is recruiting to fill the position of Principal Engineer in the Engineering Division of the Public Works Department. This position is an exempt management at-will position which reports to the Deputy Director of Public Works/City Engineer.
     
    ABOUT THE CITY
    The City of La Habra is a vibrant Southern California community, strategically located in the northwest corner of Orange County. Today the City is home to a population of over 63,000 residents within La Habra’s 7.3 square miles.     ABOUT THE DIVISION:
    Whether it is designing, administering or inspecting the construction of capital improvements, or providing inter-departmental support to the Community Development Department and Housing Authority on private development projects and special projects, the Engineering Division provides a variety of comprehensive public services to meet the changing needs of the City's infrastructure, transportation and development.
     
    ABOUT THE POSITION:
    Under general direction, the Principal Engineer plans, performs and reviews the work of staff responsible for providing complex professional and technical civil engineering work, as well as the work performed by the administrative staff in support of City public works and private development projects, including the planning, design, and management of various public works projects such as storm drains, water and sewer systems, street and facility improvements, and construction by private developers and other departments. Employees in this job class perform specialized engineering, surveying, construction and other tasks related to the civil engineering profession. This job class functions at the top level of the classification series.ESSENTIAL DUTIES(Duties may include, but are not limited to the following): 
    •  Prepares, designs, and/or evaluates preliminary and final plans, cost estimates and specifications for a variety of City public works and private development projects; submits projects for competitive bids, as assigned.
    • Supervises employees and/or manages consultants and contractors, as necessary; plans, directs, and participates in projects being planned and completed by City public works staff; ensures that all aspects of the projects are addressed and completed professionally. Coordinate the organization, staffing and operational activities as assigned.
    • Select, motivate, evaluate and train assigned personnel; provide and/or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures as necessary.
    • Plans, prepares budgets, coordinates, designs, inspects and manages the construction of infrastructure projects, which may include, but not be limited to: maintenance of roads, drainage, grading, buildings, water supply, parks, recreational facilities, trenching, sewer collection systems, environmental mitigation and monitoring programs and other related subjects. 
    • Plans and reviews private development proposals within the city, reviews and approves engineering calculations and survey calculations involved with private development proposals, prepares agreements between the city and private developers, and manages the encroachment permit process governing all uses within the public right of way.
    • Reviews private development submittals for compliance with state and local regulations and specifications; coordinates with the Development Review Committee and attends Planning Commission meetings as necessary. 
    • Inspects and evaluates on-going city public works projects to ensure compliance with plans and specifications; conducts surveys, and/or assists survey personnel in obtaining field data and conducts a variety of tests for compliance purposes.
    • Manages environmental studies and coordinates with National Pollutant Discharge Elimination System (NPDES) requirements related to private development and public works projects. Ensures compliance with all applicable regulatory requirements associated with the City’s MS4 NPDES Program, performs field visits for construction inspections and illicit connections or discharges, and educates the City Departments on storm water environment compliance issues.
    • Verifies and maintains records and files and prepares comprehensive technical reports related to assignments.
    • Applies for and obtains permits and applies for and administers grants for Federal, State and Local funding.
    • Monitors compliance of City public works operations with applicable regulatory agency requirements.
    • Coordinates work with other divisions, departments, agencies and private entities.
    • Attends various meetings as a representative of the City’s Public Works Department such as City Council, Planning Commission, governing boards, the public and others; addresses public relations needs; prepares agenda reports, contracts, presentations and any other correspondence for regulatory agencies.
    • Performs a variety of computer engineering support functions.
    • Prepares and monitors Requests for Qualifications (RFQ) and Requests for Proposal (RFP) for the solicitation, evaluation and selection of engineering consultants; negotiates fees and determines the scope of work for complex engineering services contracts; prepares, reviews and analyzes bid documents; awards construction contracts; schedules and attends pre-construction meetings, oversees and supervises staff in the management and administration of professional engineering contracts.
    • Manages all aspects of the Measure M Program including but not limited to the Pavement Management Program, preparing reports, attending Orange County Transportation Authority (OCTA) meetings as necessary, applying for funding and monitoring all funding and billing requirements necessary to stay incompliance with OCTA programs.
    • Performs related duties as required.

    SKILL AND ABILITY TO:
    • Interpret and explain City civil engineering policies and procedures. 
    • Prepare clear and concise reports. 
    • Prepare engineering computations. 
    • Prepare and review engineering plans, specifications and estimates of public works projects. 
    • Administer contracts. 
    • Use and care for engineering instruments and equipment.
    • Perform technical research and solve engineering problems. 
    • Conduct comprehensive engineering studies and prepare reports and recommendations. 
    • Prepare and manage funding applications. 
    • Establish and maintain cooperative working relationships with those contacted in the course of work. 
    • Deal tactfully and effectively with the general public.
    • Communicate clearly and concisely, both orally and in writing.
    • Make presentations in a clear and concise manner.
    EDUCATION AND EXPERIENCE:
    Bachelor's degree in Civil Engineering or a closely related field.  Six years of progressively responsible work experience in civil engineering related to complex design and/or construction projects, including two years of supervisory experience.  
     
    LICENSE AND CERTIFICATION REQUIREMENTS:
    Must be a registered Professional Civil Engineer in the State of California. Must possess and maintain a valid California Class C driver’s license.

    WORK ENVIRONMENT: The employee typically works in both office and field settings. Within the office, the noise level is frequently quiet or moderately quiet. In the field, the employee is occasionally exposed to loud construction machinery noise at job sites. Frequent driving is required to perform field inspections of land use development, construction sites, and public facilities and the employee is subject to variable traffic and variable weather conditions.
