    Job Description:

    The Superintendent reports to the Board of Directors and is annually evaluated by the Board. Direct Supervision and evaluation of Principals, Directors and all confidential employees rests with the Superintendent. As the Chief Executive Officer for the District, the Superintendent has several key functions including: serving as the chief clerk for the Board; developing strategic plans and school policies; keeping the district in compliance with all legal requirements; overseeing and insuring adequate risk management practices; and serving as lead Human Resources officer in charge of employee relations, contract management, discipline and negotiations.

    In addition, oversight of facilities, technology, food services, health services, transportation and safety is assigned to the Superintendent. The Superintendent is also the lead communication officer for the district serving as the District’s official spokesperson on all matters.

    Job Responsibilities/Duties:

    Board Clerk

    • Develop policy recommendations to the Board and insure adherence to the adopted policies.
    • With the Board, establish District goals and strategic plan.
    • With the Board Chair, develop board meeting calendar, business meeting agendas and work session topics and provide support material.
    • Keep the Board apprised of major activities in the District and support their involvement in District events.
    • Facilitate professional development activities for the Board.
    • Maintain all records of Board activities, meetings, agreements and adopted policies.

    Budget Officer

    • In collaboration with administrative staff, school board members, budget committee members and the business manager, develop and manage the District’s budget.
    • Create an annual budget message to be delivered to the Board and Budget Committee.
    • Recruit, train and maintain an effective Budget Committee.
    • Monitor and approve the expenditure of school funds.
    • Approve and sign-off on all contractual obligations relating to the expenditure of school funds.
    • Insure the Board is updated monthly on the financial condition of the District and any potential negative impacts to the district’s financial well-being.
    • Provide long-range planning for the financing of major Capital Projects.
    • Maintain adequate reserves to sustain the District in case of adverse economic conditions, or unexpected financial liabilities.
    • Monitor market conditions to take advantage of refinancing or lending opportunities that would save the District money or enhance its operation.
    • Monitor and expend the District’s Capital Projects Account funded by the local building excise taxes.

    Chief Executive Officer

    Strategic Planning and Administrative Oversight

    • Create, share and implement District goals and strategic plans that support the District’s Vision and Mission Statement.
    • Recruit, hire, train, supervise, allocate and evaluate all administrative and confidential staff.
    • Monitor and revise as needed, new Administrative Organizational Model.
    • Provide professional development opportunities for all administrative and confidential staff.
    • Conduct a monthly one on one meeting with each administrator and department head in the District.
    • Conduct a monthly Leadership Team meeting for all administrators and confidential staff and another monthly meeting for all administrative staff.
    • Participate in the development and implementation of the District’s electronic Consolidated Improvement Plan (e-CIP).

    Legal

    • Insure District and School compliance on all Federal, State and local laws and regulations regarding school and their operations.
    • Maintain an active relationship with school legal counsel and consult with them on legal matters.
    • Keep apprised of changes in law governing schools and share changes with appropriate personnel.
    • Update Board, administrators, licensed and classified staff on changes to governance, policy and rules relating to public education.

    Human Resources

    • Negotiate and manage all labor contracts.
    • Hear and make rulings on labor disputes and grievances.
    • Hear and make determinations on staff discipline, including staff dismissal.
    • Meeting monthly with labor unions to discuss contract and employment relations.
    • Insure all staff are properly licensed and trained for their assignment.
    • Oversee the development of effective hiring practices including recruiting, interviewing, checking backgrounds, certification verification, orientation, training and mentoring.
    • Approval all staff hires.

    Facilities / Maintenance

    • Create and keep updated a long-range facilities plan that guides the District in the development of its school facilities and land acquisition.
    • Develop a process for gathering information from all stakeholders on their ideas for facility development.
    • Share facility plans and ideas with all stakeholders gathering feedback on District proposals.
    • Engage a community-based Facilities Committee to develop a building bond proposal.
    • Establish a job description and posting for a new Facilities Manager position.
    • Recruit, hire and insure training for new Facilities Manager.
    • Monitor facility needs and condition and make plans for their upkeep and improvement.
    • Meet regularly with Maintenance staff to develop priorities for maintenance and repair. Monitor maintenance staff work and provide feedback.
    • Assess facilities for hazards and damage due to adverse weather or other factors.
    • Monitor maintenance work schedules, approve leave and sign time cards.
    • Work with local volunteers on community sponsored, or supported, projects on campus.
    • Coordinate with County officials on road / traffic issues and building permits.
    • Work with Fire Marshall to make sure the district is up to code and maintaining a safe school environment.
    • Monitor Integrated Pest Management System, maintaining school’s certification and complying with all state regulations.
    • Monitor and maintain School’s water system, complying with all federal and state guidelines and maintaining our municipal water certification.
    • Monitor and maintain District’s waste water treatment system, complying with all federal and state guidelines.

    Risk Management

    • Maintain adequate insurance coverage for the district and bonded liability coverage for key personnel.
    • Insure all staff are trained on mandatory topics each year and that proper postings are displayed in each building.
    • Convene a monthly Safety Committee to discuss any potential hazards in the workplace.
    • Attend yearly training by PACE to learn about mitigation efforts around risk factors and implement suggested policies and practices.
    • Annually review all district signage, lighting, fencing, walkways, driveways and entries to insure safety and minimize legal liabilities.

    Nutrition Services

    • Recruit, hire and evaluate Nutrition Services Director
    • Meet monthly with Nutrition Services Director to review department performance, department needs and staff performance.
    • Gather feedback on customer satisfaction and food quality.
    • Insure all federal and state guidelines are being met.
    • Review and make recommendations to the Board on meal prices and meal programs.
    • Monitor food waste, create efforts to minimize the volume of waste and create uses for waste that reduce the amount being sent to landfills.
    • Insure Nutrition Service Director develops plans for helping students and staff with specific dietary needs and/or dietary allergies.

    Health Services

    • Recruit, Hire and evaluate School Nurse.
    • Work with County Health Officials on health alerts regarding contagious health risks.
    • Insure all classrooms have emergency first aid packets in their room.
    • Monitor compliance with student immunization requirements.
    • Insure staff have access to Hepatitis B immunizations, flu shots and other preventative measures that will help keep them safe from disease or injury.
    • Insure First Aid training is provided for all staff and coaches.

    Safety

    • Recruit, hire and evaluate school safety coordinator.
    • Serve as Incident Commander for District’s ICS protocols.
    • Develop policies to oversee the activities of the safety coordinator and all administrative staff in their safety capacity.
    • Develop, monitor and refine policies and practices around arming our security coordinator.
    • Insure adequate safety training is happening with students, staff and administrative/ICS team.
    • Insure full compliance with certifications and/or checks on fire abatement equipment, alarms and staff training.
    • Communicate with public on our efforts around safety and our plans for sharing information in case of an emergency.
    • Create and monitor a web posting on the District’s webpage regarding school safety.

    Transportation

    • Negotiate and monitor contract for transportation services.
    • Meet with First Student local and regional director on a quarterly basis to discuss concerns and ideas for improved service.
    • Monitor and review bus drop-off and pick up routes on campus and create plans in the new building bond to improve the safety and efficiency in these areas.
    • Respond to staff and parents when bus issues surface.
    • Communicate to appropriate audience when an incident has occurred on a school bus, or vehicle.

    Technology

    • Develop and maintain a three year District strategic plan for Technology.
    • Apprise the Board of efforts to improve student and organization performance through the adoption of new technology.
    • Supervise and evaluate District Network manager.
    • Approve e-rate application and subsequent contracts for service.
    • Oversee and approve all technology expenditures.
    • With the Technology Team, create an annual budget for the technology department that support the activities outlined in the District Technology Plan.
    • Insure the creation of a handbook that outlines policies, rules and responsibilities around the use of technology in the District.
    • Improve departmental operational efficiency through the adoption of new software and hardware tools.
    • Maximize student access to, and utilization of, technology tools.
    • Insure staff are properly trained to use instructional and operational technology tools.
    • Keep parents informed about our progress in improving student performance and organizational efficiency through the adoption of technology.

    Communications

    • Serve as the official spokesperson for the District.
    • Maintain an active presence on the District’s webpage.
    • Publish quarterly newsletters for the District.
    • Write monthly articles for the local paper.
    • Be present at events to address the public and keep them apprised of important issues.
    • Conduct Community Forums on pressing issues to clarify the District’s position and to answer questions.
    • Establish an effective means for soliciting parent and community feedback on important topics.
    • Meet with staff both formally and informally to share information and to gather feedback.
    • Develop a “Key Communicators” contact list to help gather and distribute ideas within the District.
    • Share important communications from regional, state and federal sources in the field of education.
