    Summary

    To provide leadership in the ongoing development and improvement of student achievement through the areas of Human Services and Quality Improvement, District Climate Efforts, Staff Training/Professional Learning, School Safety, Communications, and Systemwide Continuous Improvement.

    Essential Duties and Responsibilities

    • Lead efforts, in collaboration with the Assistant Superintendent of Quality Learning and Experiences, to integrate a systematic approach to continuous improvement throughout the School District.
    • Lead efforts and oversight of the District’s Comprehensive School Improvement Plan (CSIP), in collaboration with the Assistant Superintendent of Quality Learning and Experiences.
    • Lead District-wide culture and climate management efforts by implementing best practices for seeking feedback and stakeholder input while systematically celebrating and communicating accomplishments.
    • Present annual culture and climate report to the Board of Education.
    • Collaborate with the Assistant Superintendent of Quality Learning and Experiences to provide effective leadership for extra-curricular and co-curricular activities as a critical component to the promotion of a positive community culture.
    • Lead efforts and oversight to effectively coordinate parent, community, volunteer (VIP), and booster groups.
    • Coordinate special programs such as the Back to School meeting, Retiree Luncheon, End of Year Retirement Celebrations, and End of the Year Staff Breakfast.
    • Facilitate staff recognition programs such as Teacher of the Year and Support Staff of the Year process, Difference Maker awards, etc.
    • Respond to Parent and Patron complaints and concerns.
    • Design, implement, and supervise a comprehensive training program for all employees.
    • Provide professional learning leadership for Administrators and Teachers.
    • In conjunction with the Assistant Superintendent of Quality Learning and Experiences, work with building Principals in the improvement of individual staff competencies through staff evaluation and improvement plans.
    • Maintain District employee handbook and facilitate annual review and required training with all employees.
    • Oversee the recruitment, screening, hiring, assigning, transferring, resigning and termination of all personnel.
    • Coordinate and monitor all certificated and classified staff evaluations and facilitate the updating of all evaluation instruments as needed.
    • Assist Principals and Directors in employee suspension and termination situations.
    • In conjunction with the Assistant Superintendent of Quality Learning and Experiences, evaluate all building Lead Administrators.
    • In conjunction with the Assistant Superintendent of Quality Learning and Experiences, prepare and present an annual review of all instructional staff for the Board of Education.
    • In conjunction with the Assistant Superintendent of Quality Learning and Experiences, coordinate all accreditation procedures, MSIP evaluation for all areas of school operations, and Core Data entries related to personnel.
    • Make recommendations and provide necessary information and research for successful wage and salary development in collaboration with the Executive Director of Business and Operations.
    • Direct staff on the maintenance of all personnel records in accordance with state law and district policy.
    • Serves as compliance officer for Title IX.
    • Certify classification and salaries to the business department. Authorize to the payroll department all initial, adjusted and terminated salaries, wages and benefits.
    • Finalize and present salary schedules for annual approval by the Board of Education.
    • Maintains close contact with all schools and departments in planning and anticipating professional personnel needs in the District.
    • Formulates models for ideal staffing of schools at all levels and recommends the personnel needs of the District to the Superintendent and Board of Education.
    • Review and authorize all personal leave requests.
    • Lead collaborative process in the development of the District’s annual academic calendar.
    • Oversees effectiveness of the substitute service for absent certificated and non-certificated staff.
    • Administer all salary and wage contracts, extended contracts, extra-duty contracts, and work agreements.
    • Assist in the preparation of the annual budget with primary regard to the personnel, salary and benefits areas of the budget.
    • Serve as compliance officer in cases of staff complaints and grievances, and reports of illegal discrimination or harassment, and respond to legal actions associated with these areas.
    • In conjunction with the Executive Director of Special Programs, coordinate child abuse investigations.
    • Manage policy review and adoption processes, engaging appropriate stakeholders in recommending revisions and deletions of District policies and procedures.
    • Coordinate with the Director of School Safety to administer safety and security procedures and practices in the District, including the School Resource Officer Program and Crisis Response Plan.
    • Work with the Director of Communications to promote effective and positive District messaging through print and digital media.
    • Perform such other tasks and assume other responsibilities as from time-to-time may be assigned by the Superintendent.

    Qualifications

    Education/Experience

    Doctorate preferred. Must have at least 5 years experience in school administration.

    Skills and Abilities

    Language

    This position requires strong written and verbal communication skills. Must have sufficient reading skills to interpret Educational, Scientific, and Technical Journal Articles, Financial Reports, Board Policy, Government Guidance and Regulation and Legal Documents.

    Computation

    Will need the ability to do basic mathematical calculations and apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

    Reasoning

    Must have the ability to define problems, collect data, verify facts, make valid conclusions, and deal with abstract concepts.

    Technology

    This position requires basic skills in the use of computers and hand-held devices such as PDAs and phones.

    Additional Skills and Abilities

    This individual must have strong interpersonal and communication skills. Also, must be able to keep information confidential when required by law, policy, or a particular situation.

    Seeing

    Ability to see close work such as typed or handwritten material. Frequent computer use is required.

    Attendance

    Attendance is an essential function of the job. The individual may occasionally be asked to work irregular or extended hours. This position will require occasional travel among District buildings and in the community.
