Review and provide technical expertise and recommendations to develop the annual USSF Program Objective Memorandum (POM) strategy for use as the framework for all Command resource decisions. Recommendations shall clearly indicate how emerging issues, new applied space research, upcoming technology and lifecycle sustainment affect USSF space and cyberspace programs and their financial position and provide summation of these issues and recommendations to HQ USSF/S8P.
Provide expert POM, budget and program analyses of space mission support programs using planning and programming guidance, PBES, past execution and operational impacts.
Review and analyze other HQ USSF Directorate POM submissions and provide technical expertise and recommendations regarding programmatic impacts to space, cyberspace, and mission support.
Analyze and provide technical expertise regarding OSD documents, such as Program Budget Decisions, Program Decision Memorandums, and Resource Management Decisions, congressional marks for four separate committees and two conferences, and any other resource actions that affect current and planned operational capabilities and shall provide recommended statements of operational impact to HQ USSF.
Provide continuous situational awareness of operations requirements and budget decisions at all levels: Branch, Division, Directorate, HQ STARCOM, USSF, Office of the Chief of Space Operations (OCSO), DAF, or OSD IAW the PPBE for space systems.
Deliver analyses within the quick-turn timeframes specified by the HQ STARCOM and USSF Corporate Structures. Deliver routine analyses within timeframes and suspenses specified by Directorate or Division leadership.
Prepare inputs for USSF POM development for submittal to HQ USSF. These inputs may be comprised of PBES data entry and reports, point or position papers, narratives, tri-charts, program execution charts, or similar documents.
Support development and presentation of Command PPBE briefings in the Corporate Process for all levels, from HQ STARCOM to OSD. The Contractor shall gGenerate and update folders containing read-aheads and supporting materials for HQ STARCOM senior leadership.
Experience and Skills:
10 years of FLDCOM/MAJCOM, HQ USSF/HQ USAF, or COCOM program and budget analysis experience.
Expert knowledge of the Planning, Programming, Budgeting and Execution (PPBE) process and associated USSF and STARCOM corporate processes.
Proficient with USSF/USAF programming systems, tools and products.
Current knowledge of USSF FLDCOMs, Deltas, unit missions and weapon systems, and current USSF programmatic initiatives.
Expertise with Microsoft-based analytical tools (e.g., database and spreadsheet applications) for budgetary analysis, efficiency tracking and HQ STARCOM leadership decision making.
Proficient with Task Management Tool (TMT)/Enterprise Task Management Software Solution (ETMS2) to answer and create tasks to support the Command.
Strong analytical and communication skills.
In compliance with Colorado’s Equal Pay for Equal Work Act, the salary range for this role is $135,000 to $145,000; however, Sigmatech considers several factors when extending an offer, including but not limited to, experience, education/training, key skills, location and often contractual requirements.
