Secondary Market Analyst administers all secondary mortgage market duties that aid in the selling and purchasing of loans. Analyzes mortgage loan portfolios, securities, and mortgage-related investments and considers market trends and economic conditions to evaluate the risk and return of a loan sale or purchase. Being a Secondary Market Analyst creates reports and models to forecast asset performance and works with internal stakeholders to make recommendations. Secondary Roads Accounting Technician

  • This position performs technical duties in support of the department’s financial accounting functions.

    Job Duties:

    • Conducts tasks associated with payroll and claims processing such as verifies invoices and timesheets, finds, researches, and provides resolution to payroll and claim discrepancies; completes and verifies data entry; provides information and answers questions from staff and vendors regarding payroll and claim processing issues; maintains attendance and leave tracking records.
    • Prepares correspondence, reports, and other documents as directed by the Administrative Coordinator and/or County Engineer. Provides administrative support to the management staff.
    • Answers phone and business band radio, responds to questions, routes calls, and assists incoming visitors to the office.
    • Oversees the organization of the mechanic's inventory by developing and implementing protocols. Maintains record keeping of both, mechanic's inventory as well as fuel inventory, in our software system. Ensures that the equipment books and spreadsheets remain up to date. Assists in maintaining inventory of departmental assets.
    • Maintains files both public and confidential, distributes reports, and processes billing; types form letters, labels, mail merges and correspondence; proofreads information; schedules meetings, and other functions. Prepare and send invoices for inspectors and maintain inspector files.
    • Reviews and approves oversize/overweight permits and maintains a working knowledge of the Iowa DOT rules and regulations regarding operation of commercial vehicles in the State of Iowa. Assists in processing all other departmental permits.
    • Assists Road's Superintendent with keeping Utility Permits up to date and organized in our files by creating spreadsheets of utility permits. Also corresponds with companies to ensure permits are completed and projects are finalized.
    • Schedules and cancels appointments; maintains calendars; schedules rooms for classes, meetings, and conferences. Maintains record of drivers' license expiration dates so that we're able to schedule reminders of license renewals for our drivers.
    • Performs general clerical duties such as photocopying, faxing, typing, and deliveries. Processes all incoming mail and completes miscellaneous receipts for delivery to Treasurer. Creates fliers and other safety related notices for Safety Director.
    • Assists the Administrative Coordinator in preparing applications, and filing reports related to local, state and federal grants and contracts.
    • Assists the Administrative Coordinator in preparation of annual budget and annual report for the Iowa Department of Transportation; analyzing and maintaining monthly budget reports; and preparing statistics and documents pertaining to the department.
    • Coordinates departmental communication including construction progress updates on social media, website and newsletter with direction from the County Engineer and other management personnel.
    • Assures office equipment is maintained and initiates purchases of office supplies.
    • Serves as back-up for the Administrative Coordinator.
    • Attends work-related meetings, trainings, and conferences as requested.
    • Performs related duties.

    Qualifications:

    EDUCATION/EXPERIENCE

    • High School Diploma or equivalent.
    • One to two years work experience in business administration or related field.

    KNOWLEDGE/SKILLS/ABILITIES

    • Knowledge of current office practices and procedures.
    • Knowledge of general accounting principles and bookkeeping including basic practices regarding accounts payable/receivable and payroll.
    • Knowledge of mathematical computations appropriate for the position.
    • Knowledge of English language to include grammar, spelling, punctuation and proofreading skills.
    • Skill in collecting data, keeping accurate records, and preparing specialized reports.
    • Skill in making bookkeeping entries and completing business forms.
    • Skill in operating common office equipment such as personal computers, calculators, fax and postage machines, photocopiers, multi-line telephones, business band radios, and scanners.
    • Skill in interpreting, applying, and articulating departmental policies and procedures.
    • Skill in maintaining confidentiality and security of information as appropriate.
    • Skill in providing customer service that is courteous and responsive.
    • Skill in maintaining effective working relationships with co-workers, supervisors, other departments, agencies, and members of the public.
    • Skill in making decisions requiring interpretation and judgment.
    • Skill to work independently on projects and routine tasks.
    • Skill in handling multiple responsibilities and competing priorities.
    • Skill in performing clerical tasks with a high degree of speed and accuracy.
    • Skill in following verbal and written instructions.
    • Skill organize and present facts, ideas, and opinions clearly and concisely, orally and in writing.
    • Skill in oral and written communication.

    PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

    • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, or walking. The employee occasionally lifts light and heavy objects.
