Secretary to Chief Executive Officer provides administrative support in a variety of functions to the Chief Executive Officer that are focused on increasing the efficiency of the executive. Reviews, prioritizes, directs and delegates a wide variety of complex and confidential requests that are presented to the executive for consideration. Being a Secretary to Chief Executive Officer summarizes, prioritizes, and researches information into a concise and usable format for the executive to review. Responds to or routes priority or confidential inquiries from external or internal sources with correspondence or other messaging on behalf of the executive. Additionally, Secretary to Chief Executive Officer creates or directs creation of reports, charts, budgets and other presentation materials for the executive. Coordinates high level projects, travel arrangements, and meetings. May plan and schedule work and direct other staff to deliver support. Has a broad knowledge and understanding of the company's operations and business objectives. Requires an associate degree or its equivalent. Typically reports to the CEO. The Secretary to Chief Executive Officer contributes to moderately complex aspects of a project. Work is generally independent and collaborative in nature.     Summary

    Develops and maintains the financial reporting system that allows the credit union to monitor its short- and long-term goals and objectives. Responsible for the administration, review and reconciliation of the credit union's investment portfolio, asset/liability management system and other credit union financial activities. Develops a reliable accounting information system for assets, liabilities, capital, and income and expense to be used for planning, budgeting, decision making and financial reporting requirements. Participates in the overall financial and strategic planning for the credit union. Responsible for management of the accounting department and the credit union's investment portfolio directly or indirectly through delegation to others.

    Essential Duties and Responsibilities

    Essential duties and responsibilities include but are not limited to the following.

    • Oversees and directs budgeting, audit, tax, accounting, purchasing, forecasting, pension plans, and insurance activities for the organization.
    • Directs staff in providing and directing procedures and computer application systems necessary to maintain proper records and to afford adequate accounting controls and services.
    • Appraises the organization's financial position and issues periodic reports on organization's financial stability, liquidity, and growth.
    • Use ProfitStar to produce historical and trend analysis for use in developing ECU's budget goals.
    • Directs and coordinates the establishment of budget programs.
    • Coordinates government reporting programs.
    • Analyzes, consolidates, and directs all cost accounting procedures together with other statistical and routine reports. Perform in-depth cost analysis and cost vs. worth comparisons as needed.
    • Oversees and directs the timely preparation and issuance of the credit union financial reports.
    • Directs and analyzes studies of general economic, business, and financial conditions and their impact on the organization's policies and operations.
    • Analyzes operational issues impacting functional groups and the whole institution, and determines their financial impact.
    • Establishes and maintains contacts with insurance companies, financial institutions, and the investment community.

    Supervisory Responsibilities 

    Supervisory duties and responsibilities include but are not limited to the following:

    • Maintains a smoothly functioning department that meets and can demonstrate compliance with standards set by all regulatory agencies.
    • Maintains a highly motivated, well-trained work staff.
    • Encourages and develops cooperation among staff members to ensure a "team effort' and prompt member service.
    • Promotes and maintains a positive image of the credit union to assigned personnel, members, and the community.
    • Assists the credit union in its business development efforts.
    • Prepares, implements and supervises an operational budget for the department which is consistent with the overall strategic plan and budget of the credit union.
    • Develops, applies and evaluates policies and procedures for the department.
    • Develops and applies operational procedures to maximize efficiency and quality of work and consistent high-quality service to the members.
    • Develops procedures to improve efficiency of delivery systems and response to member's needs.
    • Develops and maintains a procedures manual for assigned personnel.
    • Participates in new hire employee orientation.
    • Attempts to obtain maximum utilization of staff by clearly defining their duties, establishing performance standards, coaching and training, and conducting performance reviews with improvement and/or development objectives.
    • Participates with Senior Management in the preparation and revision of departmental job descriptions.
    • Assists Senior Management in interviewing, hiring, promoting, or transferring employees.
    • Cross-trains assigned personnel in all products and services offered at the credit union to ensure quality service delivery to members.
    • Encourages staff to expand their education (courses, seminars or conferences) as approved by Senior Management.
    • Establishes training and development programs to enhance job-related skills, attitudes and awareness of ECU policies, procedures, short- and long-term goals and objectives related to ECU's five year strategic plan.
    • Holds periodic staff meetings to discuss areas needing improvement, changes in procedures, new developments or services, and to present general information.
    • Keeps Senior Management informed of department's activities and needs.
    • Attends Board meetings and reports on assigned areas of responsibility as requested by the President/CEO.
    • Maintains department in a clean and safe manner.
    • Manages and recommends the purchase of equipment and supplies.
    • Responsibilities include assisting Senior Management in training employees, addressing complaints and resolving problems.
    • Directly supervises employees in the bookkeeping. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include assisting in interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    General Duties and Responsibilities 

    General duties and responsibilities include but are not limited to:

    • Maintains ongoing communications with Senior Management, informing them of all pertinent problems, irregularities, new developments, changes, and other important information within area of responsibility.
    • Cooperates with other department personnel to ensure a "team effort" and prompt member service.
    • Follows safety and security rules and regulations.
    • Ensures that all information and transactions regarding credit union operations and members are kept confidential.
    • Maintains the security of the work area and keeps it organized and neat in appearance.
    • Maintains current knowledge of credit union philosophy, plus all credit union services and policies.
    • Cross-sells credit union products and services.
    • Participates in continuing education as approved by Senior Management.
    • Maintains a professional and courteous attitude with all people, including fellow employees, members, management staff, board members, and outside vendors.
    • Protects and respects credit union equipment and supplies.
    • Attends meetings as required.
    • Adheres to ECU Employee Personnel Policy Handbook.
    • Performs other duties as assigned by Senior Management.

     Knowledge and Experience

     Education/Certification

    • Bachelor's degree (B. A.) from four-year college or university; or three to five years related experience and/or training; or equivalent combination of education and experience.

    Required knowledge

    • Thorough knowledge of generally accepted accounting principles (GAAP), FASB rules, applicable federal, state, and securities regulations, and credit union policies and procedures.
    • High level knowledge of the credit union's general ledger and subsystems.
    • Thorough knowledge of money market and debt securities along with high level of understanding of investment yield and performance computations, investment strategies, interest rate risk and "speed".
    • Understanding of regulatory process and compliance risk.

    Mathematical Skills

    Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to interpret bar graphs.

    Computer Skills

    Ability to use and understand current business software applications including networking applications, word processing, spreadsheets, anti-virus, and various communications software applications.  Ability to troubleshoot and repair basic computer problems such as connections, and cables.

    Reasoning Ability

    Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions.  Ability to deal with problems involving a few concrete variables in standardized situations.

    Certifications

    No certificates, licenses, or registrations currently required but prefer CPA and/or CIA.
