Secretary to Chief Executive Officer provides administrative support in a variety of functions to the Chief Executive Officer that are focused on increasing the efficiency of the executive. Reviews, prioritizes, directs and delegates a wide variety of complex and confidential requests that are presented to the executive for consideration. Being a Secretary to Chief Executive Officer summarizes, prioritizes, and researches information into a concise and usable format for the executive to review. Responds to or routes priority or confidential inquiries from external or internal sources with correspondence or other messaging on behalf of the executive. Additionally, Secretary to Chief Executive Officer creates or directs creation of reports, charts, budgets and other presentation materials for the executive. Coordinates high level projects, travel arrangements, and meetings. May plan and schedule work and direct other staff to deliver support. Has a broad knowledge and understanding of the company's operations and business objectives. Requires an associate degree or its equivalent. Typically reports to the CEO. The Secretary to Chief Executive Officer contributes to moderately complex aspects of a project. Work is generally independent and collaborative in nature.     Qualifications:

    Minimum qualifications of candidates for finance officer are five years of professional experience in finance operations combined with one of the following:

     

    • baccalaureate degree from an accredited four-year college or university with a minimum of 15 semester hours in accounting, or
    • licensed Certified Public Accountant.
    • certified by the State Board of Education as an LEA School Finance Officer prior to July 1, 2023.

     

    Knowledge, Skills and Abilities:

     

    • Extensive knowledge of generally accepted accounting concepts and principles, with an emphasis on school accounting.
    • Proficiency in computer applications such as Microsoft Excel and LINQ financial applications.
    • Ability to analyze and synthesize data and complex scenarios.
    • Ability to present and communicate information in a clear and concise manner.
    • Ability to plan, organize and direct work of other finance personnel.
    • Ability to develop and conduct presentations.
    • Ability to establish and maintain effective working relationships as necessitated by work assignments.

     

    Roles and Responsibilities:

    Essential Job Functions include but are not limited to the following:

    • Provides district leadership to the Local Board of Education, building-level administrators and others with appropriate guidance, policies and procedures related to financial matters.
    • Prepares and maintains the school district annual budget; analyzes costs and supports the local boards and local superintendent’s initiatives and ensures appropriate and allowable funding sources. Manages all activity for a balanced budget that is in compliance with the School Budget and Fiscal Control Act.
    • Analyzes various financial, personnel and student data and records for leadership decision-making. These analyses are used in preparation of reports as required for submission to local, state, federal oversight agencies and/or superintendent and board.
    • Maintains a payroll system in compliance with state and federal laws and regulations, including the Fair Labor Standards Act and the Internal Revenue Service Code, as well as procedures related to salary and absence data required by the State Board of Education.
    • Oversight of the school system purchasing and contract procedures to ensure compliance with local, state, and federal policies.
    • Ensures compliance with the Federal funding expenditures to ensure compliance of federal regulations including Uniform Grant Guidance and specific grant requirements.
    • Maintains the general ledger system, including adjusting journal entries, budget adjustments, chart of account maintenance, and reconciliation of general ledger accounts to ensure accurate account balances and adherence to general accepted accounting principles (GAAP). Utilizes a complex chart of accounts and recognizes and researches appropriateness of accounts codes on payroll expenditures, payroll collections, and non-salary expenditures and determines required steps for resolution.
    • Responsible for the year-end financial statements for the annual independent audit and the school system’s Annual Comprehensive Financial Report (ACFR). Provides auditors (independent, state and/or federal) all required reconciliations and other client prepared materials.
    • Maintains all system-wide bank accounts and ensures timely and accurate reconciliation of all bank and balance sheet accounts.
    • Ensures the quality of fiscal operations at the individual schools, through periodic audit reviews of fiscal records and ensures corrective action is taken, as necessary.
    • Carries out other duties as assigned by the Superintendent.

     

     

     

     

    MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

     

     

    Physical Requirements:   Must be physically able to operate a variety of automated office machines including computers, typewriters, calculators, printers, copiers, etc.  Must be able to exert up to 25 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.  Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time.

     

    Data Conception:  Requires the ability to compare and/or judge the readily observable, functional, structural, or composite characteristics (whether similar to or divergent from obvious standards) of data, people or things.

     

    Interpersonal Communication:  Requires the ability to speak and/or signal people to convey or exchange information.   Includes receiving instructions, assignments and/or directions from supervisors.

     

    Language Ability:  Requires the ability to read correspondence, reports, forms, billing statements, etc.   Requires the ability to prepare correspondence, deposit slips, tax forms, reports, etc., using proper format.

     

    Intelligence:  Requires the ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagrammatic form; to deal with problems involving several concrete variables in or from standardized situations.

     

    Verbal Aptitude:  Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions.  Must be able communicate effectively and efficiently in standard English and government accounting terminology.

     

    Numerical Aptitude:  Requires the ability to utilize mathematical formulas; to add and subtract totals; multiply and divide; determine percentages and decimals; and to apply theories of algebra.

     

    Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

     

    Motor Coordination:  Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment.

     

    Manual Dexterity:  Requires the ability to handle a variety of items, office equipment, etc.  Must have minimal levels of eye/hand/foot coordination.

     

    Color Discrimination:  Does not require the ability to differentiate between colors and shades of color.

     

    Interpersonal Temperament:   Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress.

     

     

    Physical Communication:   Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear). Must be able to communicate via telephone.

     

     

     

    KNOWLEDGE, SKILLS AND ABILITIES

     

     

    Considerable knowledge of the operation of a computer, standard software packages and all peripheral equipment.

     

     Ability to type accurately at a rate of speed required for this position. Ability to understand and  follow oral and written instructions.

     

    Ability  to  establish  and  maintain  effective  working  relationships  as  necessitated  by  work assignments.

     

    Considerable knowledge of the application of established bookkeeping and accounting principles and techniques to governmental accounting transactions.

     

    Considerable  knowledge  of  state,  local  and  school  system  fiscal  regulations,  policies  and procedures.

     

    Considerable knowledge of accounting and office practices, methods and procedures used by the School System.

     

    General knowledge of school system organization and operational policies and procedures.

     

    Ability to organize and effectively process and maintain financial records and files, and prepare reports from them.

     

    Ability to read and interpret various financial statements. Ability to reconcile accounts.

    Ability to understand and apply laws, regulations and policies to the maintenance of financial records.

     

    Ability to verify documents and forms for accuracy and completeness.

     

     

    Ability to establish and maintain effective working relationships with other employees and the general public.

     

    Ability to exercise independent judgment, discretion and initiative in completing assignments.
