    Holidays and Leave – State employees receive the following paid holidays each year: New Year’s Day, Martin Luther King, Jr. Day, Mardi Gras, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day and Christmas Day. Additional holidays may be proclaimed by the Governor. State employees earn sick and annual leave which can be accumulated and saved for future use. Your accrual rate increases as your years of service increase.
     
    Retirement – The Louisiana State Employees Retirement System (LASERS) is a qualified defined benefit pension and retirement plan under Section 401 (a) of the Internal Revenue Code.     A baccalaureate degree plus a minimum of five years’ work experience in the field of emergency management or management of federal grant programs. A minimum of two year’s work experience must have been at the supervisory level. 
     
    Substitutions
    Six years of full time work experience in any field may be substituted for the baccalaureate degree.
    A master's degree may be substituted for two years of the required work experience. 
     
    Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
     
    A maximum of 120 semester hours can be combined with experience to substitute for the baccalaureate degree.
     
    30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
    60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
    90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
    120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
     
    College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years of full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years full-time work experience to substitute for the baccalaureate degree.
     
    NOTE: Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Association of Colleges and Secondary Schools; the New England Association of Schools and Colleges, Incorporated; the North Central Association of Colleges and Secondary Schools; the Northwest Association of Secondary and Higher Schools; the Southern Association of Colleges and Secondary Schools; the Western Association of Schools and Colleges.
     
    Additional Information
    Preference will be given to applicants who hold professional certifications (i.e. Professional Engineer (P.E.), Project Management Professional (PMP), or Certified Floodplain Manager (CFM), Certified Planner (AICP), Certified Analytics Professional (CAP).  
     
    Preference may be given to applicants who demonstrate managerial experience related to FEMA mitigation programs, or have a Master’s Degree in the following disciplines: Public Administration, Engineering, Construction Management, Data Analytics or Planning that may be substituted for the two years of required work experience.
     
    Preference may also be given to applicants who demonstrate a working knowledge of FEMA’s Benefit Cost Analysis software and modules and application to mitigation projects funded by the Stafford Act Section 404, the Hazard Mitigation Grant Program – HMGP, and the Flood Mitigation Assistance program – FMA, and the Building Resilient Infrastructure and Communities – BRIC.  Preference may also be given to applicants that demonstrate detailed working knowledge of FEMA’s mitigation planning requirements and criteria, as well as to applicants with experience in electronic data management or data visualization tools, or who demonstrate a detailed working knowledge of project accounting.  
     
    Applicants must be in good standing with respective professional boards.   
    Applicants must possess outstanding verbal and written communication skills and will be required to maintain a high degree of professionalism.  Applicants must have a working knowledge of Microsoft Office suite; demonstrate strong analytical skills; the ability to work independently, and effective interpersonal skills.  This position requires the ability to travel and attend out-of-town meetings and may require overnight travel and overtime.  The position may be deployed statewide with short notice.   Must be able to work 12-hour shifts and beyond, day or night, for extended periods during emergencies.   Must present and maintain a valid Louisiana driver’s license.  Function of Work

    Understands and applies internal and external processes, policies, and procedures pertaining to FEMA’s HMA programs. 
     
    Directs resources to complete set goals and accomplish the section’s mission. 
     
    Serves as the program manager for GOHSEP on all technical advisory groups (TAGs) of the Louisiana Watershed Initiative (LWI), providing input on LWI matters, project evaluations, planning efforts, policy discussions and outreach activities.
     
    Supervises the development and approval of the State of Louisiana HM Plan updates, and local mitigation plan updates. Ensures all State Plan requirements are met.
     
    Arranges, facilitates and prepares for meetings/coordination with LWI project stakeholders to include: Watershed Regions, Parishes, Cities, and Towns. 
     
    Works effectively with key technical specialists, project team members, and other LWI members.
     
    Coordinates work on floodplain mapping with other state agencies and local governments.
    Serves as liaison with principal planning personnel in other state agencies and with directors of regional, local, and federal planning agencies.
     
    Assists with providing oversight of LWI projects and hazard mitigation grants to local governments, other state agencies, and other organizations.
     
    Provides agency leadership with accurate and timely status reports.
     
    Other tasks as necessary to fulfill the duties of Section Chief.
