Security Director implements overall security strategy, policies, and standards to ensure the physical safety of all visitors, employees, or customers to the organization's facilities and the security of property and assets. Conducts regular audits and inspections to assess, identify, and mitigate any security vulnerabilities or gaps. Being a Security Director implements staff training and operational plans for crisis response, disaster recovery, evacuation, workplace violence, and other emergency events. Manages and maintains systems, alarms, and other physical security measures. Additionally, Security Director delivers education programs and communications on security policies and topics to ensure staff is adequately informed and equipped to manage potential security issues. Participates in local, state, provincial, or federal working or advisory groups to keep abreast with all security-related information, directives, and events. Leads and directs significant investigations and critical event responses in coordination with law enforcement and other officials or agencies. Possess a broad knowledge of law enforcement methods, tactics, and procedures. Requires a bachelor's degree in law enforcement, criminal justice, security, or related discipline. Typically reports to senior management. The Security Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Security Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.       Primary Purpose:
      Responsible for the overall management, strategic planning, development, evaluation, and implementation of the district’s safety and security program. Oversee mitigation, prevention, preparedness, response, and recovery phases of emergency management.

      Qualifications:
      Education/Certification:
      Clear and valid Texas driver’s license
      Texas Peace Officer License (Current)
      F-5 Report of Licensee Separation w/Honorably Discharged designation (if previously employed)

      Special Knowledge/Skills:
      Knowledge of emergency operations planning
      Knowledge of National Incident Management System (NIMS), Incident Command System (ICS), and Federal Emergency Management Agency (FEMA) procedures
      Knowledge of health and school safety programs and applicable laws
      Strong public information, organizational, communication, and interpersonal skills
      Knowledge of local, state, and federal response procedures
      Ability to work within the City of Copperas Cove and Coryell County emergency operations centers as applicable


      Experience:
      5 years emergency management, risk management, or safety and security experience

      Major Responsibilities and Duties:
      Safety and Security
      • Provide leadership for the development, planning, and implementation of the districtwide school safety and security program.
      • Responsible for district safety, emergency management, NIMS, and ICS, training of administrators, staff, and volunteers.
      • Develop and provide guidance to campuses and other facilities for emergency procedure drills. Plan and coordinate drills with all instructional and noninstructional facilities to ensure readiness when needed.
      • Plan agendas and serves as chair for the school safety and security committee.
      • Oversee the annual review of the district emergency management plan using data, state guidance, and stakeholder feedback to assess effectiveness and make recommendations for improvement.
      • Inform campus leaders of the status of campus preparedness and planning for weather-related or unexpected emergencies. Monitor weather and approaching storms and makes recommendations if the weather is likely to alter campus class schedules or affect campus events.
      • Assess availability of appropriate technologies for emergency response, including testing emergency communication technologies, tracking and analyzing the speed of communications, timing of messages, and communication delays.
      • Act as the district liaison with local law enforcement, fire agencies, emergency management officials, and community leaders involved in emergency preparedness, response, and recovery.
      • May oversee the school marshal program and serve as liaison to the school resource officer program.*

      Policy, Reports, and Law
      • Oversee development, maintenance, and implementation of the district’s multi-hazard emergency operations plan; ensure campus plans are up-to-date and in compliance with the latest standards in emergency response.
      • Implement federal and state laws and regulations, local board policy, and insurance regulations and ensure compliance.
      • Stay abreast of local, state, and federal public policy changes that could impact the district.
      • Stays abreast of the relevant procedures and strategies for school campuses outlined by NIMS, ICS and TEA.
      • Compile, maintain, and file reports, records, audits, and other documents as required.
      Communication
      • Ensure that established goals and expectations related to district safety and security are communicated clearly, consistently, and in a timely manner to all appropriate stakeholders.
      • Prepare and deliver written and oral presentations regarding security and safety issues to the board, staff, and community, as required.
      Supervisory Responsibilities:
      Oversees and manages School Resource Officers, School Marshals, School Guardians and Security Personnel
