SECURITY SUPERVISOR supervises a team of security guards that ensure the physical safety of all visitors, employees, or customers to the organization's facilities and the security of property and assets. Schedules security guard staff shifts. Being a SECURITY SUPERVISOR assigns guards to patrol and inspect of buildings and grounds. Ensures protection from intruders, fire hazards, theft, and vandalism. Additionally, SECURITY SUPERVISOR monitors security systems and responds to alarms, reports of issues, or requests for assistance. Ensures that all security events are logged, documented, and reported using standard procedures. Trains staff on policies and procedures for crisis response, disaster recovery, evacuation, workplace violence, and other emergency events. Updates team on local, state, provincial, or federal security-related information, directives, and events. Assists with investigations and critical event responses in coordination with law enforcement and other officials. Understands law enforcement methods, tactics, and procedures. Requires a high school diploma. Requires Basic Life Support (BLS). Typically reports to a manager. Working team member that may validate or coordinate the work of others on a support team. Suggests improvements to process, is a knowledge resource for other team members. Has no authority for staff actions. Generally has a minimum of 2 years experience as an individual contributor.   • GENERAL STATEMENT OF DUTIES

    This is an armed and first level supervisory protective service and surveillance work guarding public property and safeguarding citizen access to and use of public facilities.

    DISTINGUISHING FEATURES OF THE CLASS

    An employee in this class provides direct protective service and surveillance work for County buildings by patrolling assigned areas. An additional responsibility is the coordination and review of security assignments with contracted security personnel. Duties include walking or motorized patrol of County facilities, grounds, buildings, materials and equipment to prevent loss due to fire, trespass, theft or other hazards. Duties may require receiving and forwarding telephone or radio reports, centralized monitoring of facilities by video cameras, and serving as a central reporting location for incidents against County property of citizens. A Security Shift Supervisor provides work assignments and performance is completed by observation, personal conferences, periodic reports, and personal comments from citizens and employees.

    DUTIES AND RESPONSIBILITIES
    Essential Duties and Tasks

    • Walks, drives motorized vehicles, or uses closed circuit video camera to monitor security and safeguard County buildings; remains alert for breaches in security, unauthorized visitors, or other danger and damage to County property; ensures internal lights in buildings are on or off as required and entrances and exits are properly secured.
    • Coordinates individual activities with contracted security personnel; reviews the work of private security personnel and resolves operating problems or difficulties; refers unusual or policy issues to supervisory staff.
    • Reports disturbances or suspicious circumstances to superiors or law enforcement agencies.
    • May serve as a courier of information from one location to another; provides security for transfer of monies or other valuables to banks or other institutions.
    • Provides information to callers by telephone or radio and gives routine information to the public.
    • Serves as an entrance guard at assigned areas; permits entrance to authorized persons and issues or records entrance authorizations.
    • Keeps activity logs and prepares daily shift reports.
    • May be required to work shifts and weekends and escort personnel working after normal duty hours to vehicles; may provide entrance to locked buildings to employees or citizens as requested.

    RECRUITMENT STANDARDS
    Knowledge, Skills, and Abilities

    At this level, security guards use knowledge of commonly used rules, procedures, and operations to perform work independently in a variety of fixed posts and patrol assignments within a County installation or building. This level of knowledge is typically acquired through formal classroom and/or on-the-job training which outlines the scope of jurisdictional boundaries, defines the levels of each security guard's authority, and prepares the security guard to perform a variety of recurring activities within the assigned installation. Typically, security guards will protect the scene of an incident and relinquish control to police or other law enforcement officers assigned to the case.

    Some security guards use knowledge of local rules, regulations, and operating requirements in receiving, guarding, and caring for prisoners in small detention centers (jails) at County installations.

    Typical guard duties using this level of knowledge include such tasks as:
    • Controlling personnel access by monitoring the identification of individuals entering controlled areas.
    • Referring persons who lack proper credentials to a control point to arrange access. 
    • Patrolling a prescribed area on an installation (by vehicle or foot) to check locks, alarms, fences, gates, or other barriers to assure they are closed and locked or open and unlocked, depending on the time of day and the conditions that are supposed to apply.
    • Patrolling installation perimeters to detect faulty fences and detection equipment, trespassing violations, and attempted thefts of County or personal property.
    • Patrolling office and industrial buildings to prevent theft or damage to County property, equipment, tools, and supplies.

    Supervisory Controls
    For both one-of-a-kind and repetitive tasks, the supervisor makes specific assignments, issuing clear and detailed instructions. Employee works as instructed and consults with the supervisor as needed on all matters not specifically covered in the original instructions. For all positions, the work is closely controlled. For some positions, control is through the structured nature of the work itself; for others, control is by the circumstances in which the work is performed. In some situations, the supervisor maintains control by checking work in progress, reviewing completed work for accuracy and adequacy, and adherence to instructions and established procedures.

    Supervision Exercised
    Coordinates the work assignments of County assigned security staff with those of contracted security firms. Reviews work of private security firms and resolves routine operating problems; authorizes breaks, meal periods, and other leaves and ensures coverage at all times.

    Guidelines
    Work which follows prescribed procedures or rules, such as that of mail and file clerks, person who work closely with others as trainees, operators of equipment which requires strict observance of operating instructions, and routine maintenance workers following clearly indicated procedures.

    Complexity
    Work encompasses tasks that are clear and directly related. There are few choices to be made in deciding what needs to be done. Actions taken or responses made are readily identifiable.

    Scope and Effect
    Work involves the execution of specific rules, regulations, or procedures and typically comprises a complete segment of an assignment or project of broader scope. Work product or service affects the accuracy, reliability, or acceptability of further processes or services, the safekeeping or operation of equipment or facilities within the organization.

    Public Contact
    Contacts are with all level of employees outside of the immediate organization or with representatives of outside organizations that may be public or private and involve exchanging information, explaining procedures, scheduling meetings, or providing instructions to facilitate a process or to provide a service.

    Minimum Qualifications

    High school graduation or equivalent with three years experience in security, military, law enforcement or related field and one year supervisory experience.  Will be required to obtain Armed Security Guard Registration with the State of North Carolina and must pass Defensive Driving (4D) Course.  Must be available for all shifts.  Subject to 24-hour emergency call in.

    Necessary Special Qualifications

    No felony or first-degree misdemeanor convictions directly related to responsibilities of the position. All applicants will be required to undergo a thorough security background investigation. Valid driver's license.

    Working Conditions

    1. Environment: Work environment involves some discomforts or unpleasantness such as moderate levels of noise from machines, vibrations, dust and grease; exposure to human/animal waste or body fluids; exposure to cold, heat, rain and snow encountered in working outside; or prescribed quotas from manual or clerical support functions.
    2. Hazards: Work involves some risks requiring special procedures, safety precautions, and/or the use of special equipment such as hard hats, safety shoes, shields, ear protectors, respiratory masks, protective clothing and gloves, or work involving exposure to abusive, aggressive, and unpredictable behavior from clients or the general public in a work location to which the public has unrestricted, open access; or work which requires home visits to provide a service.
    3. Physical Demands: Work requires light physical effort such as long periods of standing or sitting in one position; walking over rough, uneven, or rocky surfaces; bending, crouching, stooping, stretching, reaching, or similar activities; recurring lifting of objects up to 20 pounds or occasional lifting of objects up to 50 pounds; ongoing production oriented operation of PCs or other VDTs (video display terminals); rapid and sustained use of hands, fingers, or arms to operate equipment or perform work; or precise use of hands and fingers to operate equipment or perform work.

     
    Driving is Essential 
    Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business.  Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
    If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
