    This is an opportunity for a Senior Contracts Manager, where you'll be at the forefront of managing health insurance programs, including the Cascade Select (public option) contract. In this role, you'll utilize your leadership abilities to oversee multiple projects, collaborate closely with stakeholders, and implement initiatives aligned with legislative directives. Your responsibilities will span contract management, issue resolution, and driving performance improvement, all aimed at enhancing the quality of healthcare services for our community.     About the division:
    The Employees and Retirees Benefits (ERB) Division administers the School Employees Benefits Board (SEBB) Program and Public Employees Benefits Board (PEBB) Program for eligible public and school employees, retirees, and their dependents. This position fits into the agency strategies for implementing the Governor’s health care initiatives and the Governor’s statewide policy objectives of “Healthy People” linking directly to the measurements tied to Healthy Babies, Youth, and Adults and Access/Pay for Quality.
     
    About the position:
    The Fully Insured Team (FIT) Contract Manager plays a crucial role in implementing the Governor’s healthcare initiatives and promoting healthier outcomes for Washington residents through overseeing Cascade Select (public option) contracting, coordinating with the Health Benefit Exchange, and providing strategic advice on new product design, policy improvements, and contract negotiations and assisting on other fully insured team contracts as needed. Reporting directly to Portfolio Management and Monitoring Section Manager, the Contract Manager represents executive leadership on significant Cascade Select program issues, cultivating relationships with stakeholders and government agencies. They ensure vendors meet contractual obligations, analyze performance, and implement corrective actions, while also assisting in statewide interagency projects related to healthcare purchasing and program development. This position collaborates with the ERB fully insured team, Health Benefit Exchange, and HCA policy division on product development, design, procurement, and contract negotiations.
     
    This position is eligible to telework yet is required to report on-site for monthly meetings or to meet other business needs. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
     
    Some of what you will do:
     
    • Produce critical information for senior level management and decision makers to develop strategies, identify strategic priorities, and measure program performance for fully insured individual market health insurance contracts.
     
    • Coordinate and support clinical and administrative programs, including managing ad hoc requests for information and detailed analyses from decision makers across the Health Care Authority regarding the Cascade Select program.
     
    • Develop Requests for Information, Requests for Proposals, health informatics, and work orders to conduct market research, identify vendors, costs, and program modifications for Cascade Select.
     
    • Coordinate and manage a multi-functional team of financial, legal, clinical, contracting, and operational experts, executives, and vendors to meet contract and legislative requirements. Utilize standard project management techniques to prioritize, track, and report on project progress according to scope, schedule, and budget.
     
    • Maintain knowledge of federal and state mandates relevant to the Cascade Select public option program.
     
    • Cross train for other positions and serve as backup for key roles within the Portfolio Management and Monitoring team (PMM).
     
    • Utilize advanced writing skills to produce white papers, briefing documents, and presentations for executive-level leaders, both internally and externally. Facilitate presentations and meetings as needed.
     
    • Gather, synthesize, and present information from various sources in an understandable and actionable manner.
     
    • Provide reliable guidance, consultation, and advice to support the development and deployment of plans and programs aligning with the agency's goals. 
     
    • Offer consultation and feedback to Section Manager, Fully Insured Team team manager, Senior Account Managers, mid-level managers, technical, and administrative staff to ensure successful completion of assigned duties and responsibilities.
     
    Required qualifications:
     
    Bachelor’s degree in a health care discipline, public health, public administration, business administration, or other health care field directly related to the work of health care benefits or health insurance administration.
     
    Two years’ experience in the individual health plan market, employer or health plan administration, health management programs, or negotiating, administering, or managing health plan contracts.
     
    OR
     
    Minimum of 6 years’ experience in negotiating, administering, or managing contracts with at least 2 of the years in individual market, employer or health plan administration, health management programs, or negotiating, administering, or managing health plan contracts.
     
    Preferred Qualifications:
     
    • Master’s degree in a health care discipline, public health, public administration, business administration, or other health care field directly related to the work of health care benefits or health insurance administration.
    • Experience contracting with and monitoring health plan vendors.
    • Excellent verbal and written communication skills.
      
    Advanced Technical and Professional Knowledge

    • General knowledge of Health Care Reform provisions.
    • Working knowledge of laws and regulations governing benefits plans.
    • Thorough understanding of evidence-based medical management concepts and application.
    • Advanced experience with Excel, PowerPoint, SharePoint.
      
    Complex Project Design, Planning, and Management

    • Demonstrated ability to design, implement, and manage the operations of large complex projects in an environment involving special interest stakeholders, legislators, public and private contractors, community collaboratives, and intergovernmental partnerships.
    • Demonstrated experience with the tools and techniques of project management.
      
    Communication and Interaction with Stakeholders

    • Group facilitation skills necessary to lead productive and efficient discussions.
      
    Leadership and Decision Making

    • Decision-making skills are necessary to make thoughtful responsive decisions that include assessing potential risks and managing them.
