OVERALL OBJECTIVE OF THE JOB:
The overall objective is to supervise the work and staff of the Assessment Office; to identify, list and value all subjects and objects of taxation for local taxation purposes including, residential, commercial, industrial, exempt, public utility and subsurface estates including coal, oil, gas, coal bed methane gas, right of ways, easements and all items listed by law as taxable or non-taxable under Pennsylvania law. The Chief Assessor will maintain uniformity within the county and to value all property fairly according to the three methods of real estate valuation as established by the Uniform Standards of Professional Appraisal practices.
ESSENTIAL FUNCTIONS OF THE JOB:
This is not solely a supervisory position. The below functions and duties are expected to be performed by the Chief Assessor.
1. Supervises staff, assigns and reviews work and handles all related personnel issues.
2. Develops pricing models based upon sales analysis tools, spatial data and other data contained in the GIS, on-line data and CAMA system used by the County.
3. Utilizes computer, GIS, on-line data and CAMA system to perform statistical analysis, statistical reports for use by taxing authorities and prepares data reports for municipalities, county, state and federal agencies, elected officials and school districts.
4. Prepares the annual assessment records for the Board of Assessment Appeals, notifies the public that the records are available for inspection and receives appeals as prescribed by law.
5. Certifies the assessment roll for the next assessment year. The Certification is made to the county, townships, municipalities and school districts in the county.
6. Prepares the monthly and annual State Tax Equalization Reports to report transfers and other property sales in the county.
7. Prepares the annual P.U.R.T.A. report for the Department of Revenue as prescribed by the Public Utility Real Tax Act.
8. Prepares and works with State and Federal Agencies for reports including, but not limited to, Homestead Exemption, Clean and Green Certification, State Tax Rebate reports and Disabled Veterans Exemptions.
9. Attends all property assessment appeals to present assessment records, question witnesses and give rebuttal testimony.
10. Assures that proper procedures are carried out in field inspections, valuation of land, buildings and improvements.
11. Attends municipal, township and school board meetings as required to answer questions, present reports or to communicate values to public entities and other interested parties during and outside of working hours as needed.
12. Attends all appeals to the Court of Common Pleas to enter testimony, assist the Assessment Office Solicitor, assist expert witnesses and be prepared for cross examination. Also, will be subject to subpoena to present evidence, documents and testimony in a variety of court cases concerning real property.
13. Establishes Policy and Procedures used in the Assessment Office and assures that all employees are using the procedures and adhering to the office, county, state and federal Policies and procedures.
14. Assists with the Tax Abatement program for consultation concerning assessment law and procedures.
15. Interacts with a variety of consultants, realtors, attorneys, companies, governmental agencies and authorities, local authorities, internal departments, staff, management and other elected officials.
16. Extensive use of computers, maps, GIS and other office equipment to perform essential job duties.
17. Attends meetings of the Board of Commissioners to answer questions and offer advice.
18. Interacts closely with property owners in answering questions, reviewing assessment details of their property, explaining procedures and helping with analysis that the property assessment is fair and uniform.
19. Other duties and responsibilities as required to maintain the uniformity of assessments, positive view by the public, and the quality of service from the office that includes friendly, prompt and professional responses to the needs and questions of the public, elected officials, other departments and agencies.
20. Prepares the annual budget request for the department.
21. Develops forms to be used in the office such as Data Collection Information, Field Check Cards, Change of Address Notice, Depreciation Requests and others as required.
22. Is knowledgeable of assessment law and procedures. Continues self-investigation into court rulings, pending or enacted legislation or regulation procedure changes that have an impact on the assessment office or the county, township, municipal and school district revenue stream.
23. Must be able to read, interpret and communicate laws, regulations, court rulings, policies and procedures. Must be familiar with the Pennsylvania Rules of Civil Procedures.
24. Must be able to read, interpret and understand deeds and the transfer of ownership from deeds received from the Register & Recorder’s Office.
OTHER DUTIES OF THE JOB:
1. Attends meetings, training and in-service as required.
2. Attends meetings of the AAP on the State and Local levels for training, exchange of information and cooperation between county assessment offices.
3. Helps to find, develop analysis and recommend various software programs, subscription services and consultant needs.
4. Meets the requirements for recertification of professional license by acquiring 7 hours of USPAP training, 2 hours of Assessment Law training and 22 hours of real estate valuation courses biannually.
5. Serves on committees concerning County Assessment issues as needed.
6. Determines staffing needs, performs evaluation of staff work, conducts new employee interviews and makes recommendations for hiring and dismissal.
7. Trains and instructs staff on office procedures, policies and methods pertaining to computer, CAMA, GIS and Assessment law/Procedures.
8. Performs other job-related duties as required.
SUPERVISION RECEIVED:
Receives occasional instruction and limited supervision from the Board of Commissioners and County Administrator in regard to daily work duties and special assignments.

WORKING CONDITIONS:
1. Works mostly indoors in adequate work space, temperatures, ventilation and lighting.
2. Works with average indoor exposure to noise, stress and disruptions.
3. Normal indoor exposure to dust/dirt
4. Works occasionally outdoors in all weather conditions; dirt, mud, ice and snow.
5. Works occasionally in areas of high noise or air pollution to appraise or review complex properties such as coal mine sites, utility plants, large commercial or industrial buildings, residential and agricultural properties.
6. Must be prepared to deal with emotionally charged people, stressful situations daily and controversial issues and opinions daily.
7. Travels as needed to review property, attend appeals, and give testimony, hearings seminars, continuing education classes, specialized training sessions and other job related duties.
PHYSICAL AND MENTAL CONDITIONS:
1. Must possess the ability to record, convey and present information, explain procedures and follow instructions.
2. Must be able to deal with complex issues in an environment of frequent interruptions.
3. Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting and reaching necessary to carry out duties of the job.
4. Dexterity requirements range from coordinated movements of fingers/hands for computer work to simple dexterity of feet/legs; torso necessary to carry out duties of job.
5. Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten pounds.

QUALIFICATIONS:
RESIDENCY REQUIREMENT:
The Chief Assessor of the County must be a resident of the Commonwealth for at least 6 months as prescribed by 4th through 8th Class County Law.
EDUCATION/TRAINING
1. Must have a high school diploma or equivalent. Bachelor’s Degree in Business Administration or Real Estate, preferred not required;
2. Must have strong mathematical skills in Algebra and Trigonometry;
3. Extensive work experience in business, mortgage lending, commercial lending, regulatory compliance or real estate preferred;
4. Must be able to complete and pass the requirements for testing for a Certified Pennsylvania Appraiser Evaluator License.
WORK EXPERIENCE
1. Five (5) years’ experience working in ad valorum (at value) assessment or real estate field. Or any equivalent combination of acceptable education and/or experience.
2. Successful demonstration of experience in the field of customer service and/or public relations.
3. Minimum five (5) years of supervisory experience, preferred.
LICENSES REQUIRED:
1. C.P.E. Certified Pennsylvania Evaluator, preferred at time of hire, or must have the ability to complete and obtain. Must maintain license and fulfill mandatory education courses required and approved by Pennsylvania Real Estate Commission.
2. Must have valid driver’s license.
3. Must be bondable.
