    Position Overview

    The Illinois Department of Public Health is seeking a highly motivated individual to serve as the Fiscal Chief for the Office of Disease Control. Subject to management approval of the Deputy Director of the Office of Disease Control, performs a full range of highly responsible fiscal administrative functions. Develops and implements policies impacting the agency’s statewide fiscal policy rules and regulations. Formulate and implements statewide goals, policies and treatment approaches for the fiscal operation of programs within the Office of Disease Control. Exercises management and fiscal responsibilities for the direction and coordination of a group of professional and non-professionals.

    Job Responsibilities

    1. Serves as Fiscal Chief for the Office of Disease Control.- Develops and directs the formulation and implementation of department fiscal policy, rules and regulations and general managerial practices.- Develops confidential department policy statements for the Deputy Director of Disease Control concerning internal fiscal issues.
    2. Serves as chief budget and fiscal manager of the Office of Disease Control.- Coordinates and directs the fiscal functions of the divisions in the Office of Disease Control.- Allocates funding and personnel as program performance and needs dictate.- Informs the Agency’s Chief Fiscal Officer on all fiscal and programmatic issues.
    3. Coordinates the development, monitoring, and reconciling of projected and actual budget and accounting expenditures of all operations of the Office of Disease Control.- Reviews submissions from the various Divisions of the office.- Meets and discusses proposals, amendments, reconciliations.- Monitors actual expenditures against projection throughout the fiscal year.- Reviews and evaluates technical and professional data in order to determine the need for major policy revisions and project modifications.- Coordinates with the Office of Administrative Services on necessary administrative support to program effectiveness and efficiency.
    4. Represents the Deputy Director at meetings on fiscal matters.- Maintains effective relations with members and officials of other departments outside organization officials, members of other public jurisdictions, etc.- Develops and implements policies and programs to educate and inform the public of plans and programs which require public acceptance and cooperation.- Represents the Department of various committees, by attending conferences and participating in Local, State, and National organizations.
    5. Serves as full-line supervisor:- Assigns and reviews work- Provides guidance and training to assigned staff- Counsels staff regarding work performance- Reassigns staff to meet day-to-day operating needs- Establishes annual goals and objectives- Approves time off- Adjusts first level grievances- Effectively recommends and imposes discipline up to and including discharge- Prepares and signs performance evaluations- Determines and recommends staffing needs.
    6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

    Minimum Qualifications

    1. Requires knowledge, skill and mental development equivalent to completion of four years of college.
    2. Requires four years of progressively administrative experience in accounting and budgeting for a large organization.

    Preferred Qualifications

    1. Thorough knowledge of the procedures for grants and contractual review.
    2. Thorough knowledge of Office of Management and Budget protocols.
    3. Thorough knowledge of special appropriated funds.
    4. Two years processing commercial vouchers and obligations with the State Comptroller.
    5. Two years of experience working with an electronic fiscal system.
